<br />dogs, at $2.50 each, amOunting to $247.50, was presented, and on motion of Mr. Fox, the Trea-
<br />surer was authorized to pay same from funds in her hands from collection of Do~ Taxes.

<br /> The following communication was read and, on motion of Mr. Hutehins, referred
<br />to the City Manager:

<br /> "That a commission be ns~ed and empowered to make a study and repo~t its find-
<br />ings to the proper constituted au~hori~les~ to correct the alleged unsatisfactory conditions
<br />said to exist at the City Jail plant. You, no doub% are aware
<br />in the last local primary, and I might add that the penal system ~n Virginia, in General, has
<br />lately been subjected to oriticism~by the state press.
<br /> I submit that the time ispropitious to survey "Portmmouth~s Prison Oonditions.~

<br />actively engaged in studying the matters involved in introducing lower, optional rates for a
<br />local telephone service limited to the Portsmouth exchange.
<br /> A~ a result cf ~ur studies we plan to introduce ootionai local ~rea service
<br />on December-l~. 1937- Thi~ serVice 'will permit s~osc, ioers to call ~pproximately 6300 local
<br />telephones connected with the Portsmouth exchange for a monthly rental considerably below the
<br />presen~ level of extended area rates.
