<br /> At a regular meeting of the City Council, held November 23rd, 1937, at-8:00
<br />P.M., there were present:

<br />John P. Leigh, Leslie T. Fox, George L. Grimes, James N. Howard,
<br />W. R. Hutohins, Frank D. Lawrence, C. E. Warren, H. Earl Weiseman,
<br />Pearle J. Wilson, City Nanager.
<br />
<br />NLuutes of regular meeting, held November 9th, were.read ~ud approved.
<br />
<br />The following communications from the City Nanager were read:
<br />
<br /> 1st - UAt the last meeting of the Council, a letter from S. Edward Blair,
<br />relative to the condition of the Jail, was referred to me.
<br /> I recommend that a committee of two be appointed, to act with me, to
<br />inspect the Jail, and report back to the Council, at the nex~ meeting.,
<br />
<br /> Notion of Mr. Weiseman to-concur in the Nanager's recommendation, was adopted,
<br />and the Chair appointed Messrs. Wilson and Weiseman on said Committee.
<br />
<br /> 2nd - "I have a letter, which I am attaching, from the American National
<br />Bank, requesting a tax refund of $32.~8, account of lots 13 and 14, South St. Road.
<br /> I am of the opinion that the amount should be refunded, but I think
<br />the City Attorney should pass on it.
<br /> I therefore recommend that the claim be referred to the City Attorney."
<br />
<br />Notion of Nr. Hutchins to. concur in the Nanager~s recommend~tion, was adopted.
<br />
<br /> 3rd - "To the People of Portsmouth:
<br /> Through the State. Corporation Commission, the Virginia Electric
<br />Power Company has reduced its rates ~o the individual consumer, and, under the new schedule
<br />effective January 1st, the new rates will~ save the people of our City, and suburbs, $2,000.00
<br />a month.
<br /> . This, together wi~h the $20,000.00 which has already been saved,
<br />means a total saving on this side of the river, of $~,000.00 a year.

<br />OF PORTSMOUTH, VIRGINIA, FOR THE YEAR193~".

<br /> Motion of Nr. Hutchins That the regular meeting of ~he Council, December lSth,
<br />be opened to the public to discuss the 1938 budget, was adopted.
<br />
<br /> The following communication from theOity Nanager, laid on t~ole at last meet-
<br />ing, was taken up and read:
<br />
<br /> "There has been allotted .to Portsmouth, $4,600.00 for _maintenance af State
<br />Highways Throufin ~he City for 1937 and 1938.
<br /> It will be necessary aT ~his time for the Co~acil to.appropriate this amount,
<br />which will be paid to us by ~he State, in quarterly instalments. By doing this, we can get
<br />the l~bor free, which will be a great help to us."
<br />
<br /> On ~otion of Mr. Hutohins, the said appropriation of $4,600.00 ~was m~de, and
