<br /> At a regular meeting of the ~ity Council, held December 14th, at 8:00 P.M.,

<br />Hutchins, Frauk D. Lawrence, C. E. Warren, H. Earl Weiseman, Pearle J.
<br />Wilson, City Manager.
<br />
<br />Minutes of regular meeting held November 23rd, were read and approved.
<br />
<br />The- following communications from the Oity Msn.ager were read:

<br />let - "I recommend that, beginning the first of next month, the men who work
<br />given the oppert~uity to make as much as five and one half days per week. I
<br />care of this without upsetting the budget."
<br />
<br />Motion of Mr. Howard to concur in the Manager's recommendation, was adopted.
<br />
<br /> 2nd - I have a letter from Mro E. S. Early, inclosing a tax bill of $31.25
<br />that he was compelled to pay on some old buildings, located on lots on Crawford St., which he
<br />bought from the City a few weeks ago.
<br /> He could not pay the taxes on the land without paying the taxes asses-
<br />sed on the old~ delapidated buildings.
<br /> i therefore recommend that the $31.25 be refunded."
<br />
<br />Motion of Mr. Lawrence to concur in the Mauager~s recommendation, was adopted.
<br />
<br /> 3rd - "The Attorney General of Virginia, Hon. Abram p. Staples, has agreed
<br />with us theft the State should pay the entire s$1ary, of the City Treasurer, in the future.
<br /> This will save theCity $2,55~.00 next year, without any reductmon in
<br />the salary of Mrs. Hudgins, the Treasurer~~
<br />

<br /> 4th ~ "At ~he last meeting of the Council, there was referred to me a letter
<br />from the Recreation Committee, composed of Mrs. W. B. ~Spong, Messrs. C.E. Warren, L.H. Edmond-
<br />son andW.H.W. Cassell, request&rig an ~opropri~tion of $2,500.00 for carrying out the Recrea -
<br />tion Program next~ year.
<br /> I called a meeting of this Commit~ee~at my office and showed them the
<br />Beantification and Recreation Project, amounting ~0 $13,O00.00, which had already been O.K'D
<br />by Mr. W.F. Dunn, local Representative, Works Progress Administration, and that we expected
<br />to get it approved both in Richmond and Washington; and that their request would be taken
<br />care of as a part of that project."

<br /> 5th - "Drawings and specifications are being prepared for changing the~Godwin
<br />St. P'G~ping Station from steam to electricity.
<br /> Mr. Davis~ Supt. of the Water Department has had three conferences
<br />with Mr. Lawrence, Ohief Engineer of the Virginia Electric & Power Company, We will soon be
<br />in position to ask for bids on this work. Will keep you advised from time to time as to the
<br />progress w~ are making.~'

<br /> 6th - "I have a letter from the Young peoples' Class of the
<br />tian Church, asking a refund of $20.00 for use of the City Auditorium.
<br /> i will ask the Clerk to read the letter."

<br /> On F~day nig~ht, Dec. 3rd, the Young Peoples' Class of
<br />the Park View Christis~ Church presented a play at the City Auditorium~ We paid fifteen del
<br />lars for the use of ~he auditorium the night of Zhe oerformance and five dollars for the prac-
<br />tice night. The proceeds from the play will be used- in starting a building fund for our Sun-
<br />day School. If the money which we paid to the City for the use of the Auditoriumwere refu~d~
<br />ed it would mean a great deal to our cause. Will you use your influence in our behalf and
<br />help us?

<br /> Mo~ion of Mr. Wilson to make said refund of $20.00, was adopted.
<br />
<br /> 7th - "I herewith haud you a statement showing the total cost of improvements
<br />to the colored section at the Oity Home.
<br /> The to~al cost was $2,450.56, $1,900o00 of which has been appropriated.
<br />I now ask for an appropriation of $550.56 to finish paying the bills. This includes fire-proof
<br />sanitary lockers for clothes closets, also new mattresses, s~uitar~ out-building, runningp~pe
<br />several hundred feet to give City Water, etc."
<br /> Motion of Er. Hutchins to make an appropris~ion of $550.56 for said purpose,
