<br />chins, Frank D. Lawrence, C. E. Warren, H. Earl weiseman, Pearle J. Wilson,
<br />City Manager.
<br />
<br />The following ea~l was read:

<br />at 8:00 P.M.,
<br />
<br /> "Please attend a~called meeting of the City Council, in the Council Chamber,
<br />on Friday, December 17th, to consider the question of slot machines.
<br /> You may ignore call for meeting on Thursday~ December 16th.

<br /> Mr. Hutchins stated that owing to the confusion in the License Tax Ordinance,
<br />in regard to slot machines, he would ask the City Attorney to define the State Law.
<br />
<br /> The City Attorney stated that under the provisions of Section ~69~ a of the
<br />Code of Virginia, any machine, ~opara~s or ~evice is a slot machine if it is one that is
<br />adapted or may readily be converted into one that is adapted for use in such a way that as
<br />the result of the insertion of money or coin, the-device is caused to operate or may be
<br />crated, and by the reason of any element of chance, or of other outcome unpredictable by him,
<br />the user may receive or become e~itled to receive money~other thing of value or something
<br />that might be excl~ed for something of value, and that~is m~lawful to own, store, keep, pos-
<br />sess, sell, rent, lease, let on shares, le~d or give-away, transport or expose to sale, or of-
<br />for for sale, or permit the operation of, any such device. That such machines ~canbe kep~ for
<br />sale only outside of Virginia. That only pin-table machines, where the unpredictable outcome
<br />of Zhe operation is dependent upon the skill of the operator, and where the user may secure
<br />only automatically additional rights to play the machine for amusement only, and without the
<br />insertion of any further slug, coin or token, are permitted under the laws of this State.

<br /> Motion of Mr. Hutehins to direct the ~i~y Manager to enforce the law as de -
<br />fined by the City Attorney and confiscate all illegal machines sfter twelve hours' notice~
<br />was adopzed, and by the following vote:
