<br /> The following communications from the City Manager were read:

<br /> 1st - "I recommend that we incrsase the City's donation to the ~iller Day
<br />Nursery from $35.0D per month to' $50.00 per month; retroactive to January lst~ and request
<br />an appropriation of $180.00 to cover same~u
<br />
<br /> Motion of Mr~ Lawrence to appropriate $180.00 for said ptu~pose, was adopted,
<br />and by the following vote:
<br />
<br />~yes: Leigh, Fox, C~imes, Howard, Hutchins, Lawrence, Warren,
<br /> Weiseman, Wilson
<br />Nays: None
<br />
<br /> 2nd - "~rnen the free bridge-to Norfolk is completed, the City and Oounty
<br />will face a new danger, in addition to the free bridge, and that is, what disposition is to
<br />be made of the toll bridge that is now in oosration.
<br /> I do not advocate ~uying this bridge, at this time, But I believe
<br />we should request our delegates and Senator to have passed an enabling act at this session
<br />of tlne Legislature, that will put the City in position to orotect itself, in case this bridge
<br />should be offered for sale very cheap. I have asked the O~ty Attorney to draw a bill to
<br />amend t~ze charter accordingly,~which I herewith submit, and request authority to forward to
<br />Delegates Ws~ton and~Cassell and Senator Hillard.~

<br /> ~A Bill to amend the Charter of the City of Portsmouth, e~oproved
<br />March 10th, 1908, by adding thereto a new section to be known ~ Section 23-B, relating to
<br />the acquisition, maintenance and operation of bridges and tunnels, and the incurring of in -
<br />debtedness and ~he issuance of bonds therefor.
<br /> Be it enacted by the General Assembly of Virginia, that the Charter
<br />of the City of portsmouth, approved March 10th, 1908, be amendedby adding thereto a new
<br />section to be k~uown as Section 23-B, to read as follows:
<br />
<br /> 23~B --The City of Portsmouth shall have cower and-authority to acquire by put -
<br />chase, ~ift, or otherwise~ or to construct a bridge or bridges, a tunnel or tunnels, over,
<br />~nder s_nd across the ElizabeZh· River and the Southern Branch thereof, between the cities of
<br />Norfolk and Portsmouth, and the Cotuuty of Norfolk and the City of Sout~ Norfolk, and to ac-
<br />quire an interest in any such bridge and/or ttuune! or stock in a co~poration organized to
<br />operate any such bridge or tunnel, and to unite and contract with e~y other city and county
<br />in this state~ or with any individual or corporation for the purpose of acquiring or estab-
<br />lishing any such bridge or ttuunel, and to maintain and operate the same or unite and contract
<br />with any other city or county in this State, or sn~y individual or corporation for the ~ain-
<br />tenants or operation of the same, and to collect or receive tolls, fees, rents, and other
<br />revenue therefrom.
<br /> The City of Portsmouth in addition to the other purposes enumerated in
<br />Section 32-A of its Charter shall have power and authority to borrow money, incur indet~dness
<br />and issue bonds for the acquisition, maintenance and operation of any such bridge or tunnel
<br />in the manner-as provided in said Section."

<br />Motion of Mr. Hutchins to concur in the Manager's recommendation,~as adopted.
<br />
<br /> 3rd - ~During 1938, the Cit~ has maturing, $59,000. Serial bonds. I have
<br />arranged in the budget to pay ~ud retire $~000. of these bonds out of current revenue. The
<br />other $50,000. will have to be refunded.
<br />I s~ submitting herewith au ordinance, drawn by the City ~ttorney,
<br />covering refunding of these bonds, which I request be placed on first reading at this meeting.
<br /> The Si~klng ~Fund Commission has agreed to take the bonds at four
<br />~er cent."

<br /> Motion of Mr. Weiseman to concur in the Manager's recommendation, was adopted
