117 <br /> <br /> At a regular meeting of the City Council, held <br />there were present: <br /> <br />John P. Leigh, Leslie T. Fox, George Lo Grimes, <br />W. R. Hutchins~ C. E. Warren, H. Earl Weise~n, <br />and the City Manager. <br /> <br />on May A$th, 1938, <br /> <br /> James N. Howard, <br /> Pestle J. Wilson, <br /> <br />at 8:00 <br /> <br />Minutes of regular meeting held on May lOth were read and approved. <br /> <br />The following commtuuications from the City Manager were read: <br /> <br /> let - ~On Monday, January 17th, Mrs. F.L. Butler ran her automobile into a <br />pipe culvert, southwest corner of Camden Ave. and Randolph St. She claims damages to the ex- <br />tent of $21.15. <br /> I had the matter investigated by the Public Service Department, and <br />also had a conference with Abc Barclay, City Attorney. <br /> The City Engineer a$_d the City Attorney are of the opinion that it <br />would be best for the airy to pay this bill without any suit. <br /> I so recommend and ask for an ~opropriation of_$21.15, for this pur- <br />pose." <br /> <br /> Motion of Mr. Fox to concur in the Manager's recommendation, ~ud to appropriate <br />$21.15 for said purpose, was adopted. <br /> <br /> 2nd - "Several months ago, W.P.A. workers started a fire that damaged property <br />at 655 Fayette St., belo~n,g_ing to Mrs. JuanitaAppleby. <br /> She first made claim of $50.00. Councilman Eox~ who was ~cquainted with <br />Mrs. Appleby, after an interview with her, advised me she would be satisfied with $25.00. <br /> Her bill for that amount is hereto attached, and I recommend an ~opro~ <br />priation of $25.00 ~o pay this bill.~ <br /> <br /> Motion of M~. Howard to concur in the Manager's recommendation and to appropri- <br />ate $25.00 for said purpose, was adopted. <br /> <br /> 3rd - "A committee, consisting of the Mayor, Co~ucilmen~Hutchins and Fox, and <br />the City Ear~ager, called on Colonel Carruth, Federal District Engineer, relative to dredging <br />out boat b~rbor in Scott's Creek, and filling in school ground. <br /> We were cordially received. The result of the conference was that we <br />will first have to have a survey made, and the ground work for that has to be l~d in ~ashing- <br />ton with Congressman Hamilton. On ou~ return from Norfolk, the Mayor and I got in Comm~niea <br />tion with Mr. Hamilton, by '~hone, and he promised to ~ake the matter uo at once, but is in <br />doubt as to whether he esn get results in this session of Congress. Hogever, he will keep us <br />~dvised." <br /> <br />On motion, ordered filed. <br /> <br /> 4th - ~The Hobertson Hardware Company has mane application for a permit to <br />run a wire from the main store, south side of Crawford St., to their warehouse on the north <br />side. <br /> Mr. Matthews, City Electrician, and I viewed the premises, and we <br />found that this wire will run over other electric wires, and or, that account, I required the <br />Robertson Hardware Company to give bond in the 8~ount of $10,000.00, in ease their wire should <br />cause any trouble or suit against the City. <br /> They are prepared to give the $10,O00.00 bond, and if there is no ob - <br />Jection from the Council, I will issue the permit." <br /> <br />On motion~ ordered filed. <br /> <br /> 5th - "Throughout the City, there are a dozen or more dil8~idated buildings <br />that are not only fire hazards, but insanitary. <br /> If there is no objection from the Council., I shall have each of these <br />buildings appraised by two competent men and then have them term down, provided the owners <br />themselves do not agree to take them down or repair them. Some of these buildings belong to <br />people who are non-residents. <br /> This is absolutely necesss~y, not only for the best interests of the <br />people livir~g in close proximity to each of these buildings, but for the good ~pearance and <br />beautification of the City. <br /> <br />On motion, ordered filed. <br /> <br />Guard, <br />pose." <br /> <br /> 6th - "The Headquarters Battery a~d Grimes Battery, of the Virginia National <br />need a small amount of money for incident~l expenses. <br /> I recommend that we appropriate, at this time, $100.00, for that put- <br /> <br /> Motion of Mr. Grimes to concur in the M~nager's recommendation end to ~opro - <br />priate $100.00 for said purpose, was adopted, and by the. following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, Hutchins, Warren, Weiseman, Wilson <br />Nays: None <br /> <br /> The following ordinance, placed on its first reading a~ last meeting, was <br />taken up an~ read: <br /> <br /> <br />
