Jul~ 26th. <br /> <br /> 3rd -- "I received a letter stating that there wo~td be a State-wide Slum <br />Clearance Conference in Richmond, on August 2nd. <br /> After cor~erring with our Slum Clearance Committee, Mr. J. Davis Reed, <br />Chairman, and Mr. H. W. Byers, Secretary, agreed to attend the conference. <br /> I Judge they will gain a good deal of information which will serve as <br />a guide to the City., <br /> <br />On motion ordered filed. <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> Application of Mrs. E. L. Martin for permit to erect a grocery store on rear <br />of lot facing 1531 Barton St., lai& on t~ble at last meeting, was taken up and read. <br /> <br /> A petition sig~ed by C. W. Parker and others, asking that the permit be granted <br />and a petition sig~ed by F.L. Buchanon and others asking that the permit be not granted, were <br />presented. <br /> <br /> On motion of I~. Hutchins, the privilege of the floor was grsnted. Mrs. Martin <br />and Miss Martin spoke for the permit and Mr. Jemmison and ~. Hatcher spoke against the permit. <br /> <br /> Motion of Mr. Wilson to lay on table until a proper check can be made of the <br />petition, was adopted. <br /> <br /> Application of Miss Emily V. Whitley for permit to establish a coal ~nd wood <br />yard on the southwest corner of Randolph St. and the Deep Creek Boulevard, laid on table at <br />last meeting, was taken up and read. <br /> <br /> Miss Whitley presented a petition asking that the permit be granted, signed <br />by J. E. Turner and others. <br /> <br /> Motion of Mr. Grimes not to grant said permit, was adopted. <br /> <br /> - NEW BUSINESS - <br /> <br /> Mr. ~'ox stated tham~Mrs. Annie R; Robertson mailed a check to the City Collec~ <br />to~ for $123.00, on May 26th, to pay the first siX months ~u her taxes. On June'6th, the Col- <br />lector returned the check as being 13 cents short. Mrs. Robertson being away, did not get the <br />Collectorts~letter until after the penalty period, and the Collector refused to ~ake payment <br />without the penalty. <br /> <br /> Motion of Mr. Fox to authorize the City Collector to accept Mrs. Robertson's <br />payment on her taxes, without penalty, was adopted. <br /> <br />to act: <br /> <br />The following letter was read~ ~ud referred to the City Attorney, with power <br /> <br /> "On the 16th day of May, 1938, I applied to the City Collector for license to <br />operate a shoe shop, and paid $i6.00 for same, and I am now informed that I am entitled to a <br />reduction of $5.00; that I should have paid $11.O0, instead of $16.00. <br /> Therefore, I am taking this~method of respectfully asking that the $5.00 be <br />refunded to me. <br /> Trusting ~hat you will, and thanking you, I am, <br /> <br />Very truly yours, <br /> <br />W.H. Jobn~so n." <br /> <br />act: <br /> <br />The following letter was read and referred to the City Attorney with power to <br /> <br /> "I am the holder of license #71 for electric shoe repair shop, for which I <br />paid $26.00, for the period May 1st, 1938 to April 30, 1939. This license was oaid on May 5th, <br />193~. ~ ' <br /> I have since learned that the license fee has been reduced to $16.00 for <br />this period. Therefore] will you please remit the overpayment of $t0.00 which happened only <br />to my promptness in paying the license fee.- <br /> Awaiting your reply, I sm, <br /> Respectfultyyours, <br /> <br /> F. Good.man, <br /> ~ll Effingham St., <br /> Portsmouth~ Va." <br /> <br /> The following letter was read and referred to the City Attorney: <br /> <br /> "On February 12th, 1936, a dwelling at ll6 Pi~ner Ave., assessed in the name <br />of Minnie D. Gregory was practically totally destroyed by fire. On Narch 13, 1936, in compli- <br />ance with an order from the bureau of fire prevention the remainder of this dwelling was en - <br />tirely removed, since which ti~e there has been no building of any kind on the premises. <br /> The building was assessed for $~00.00 and I would appreciate if you will re- <br />lieve me of the assessment of $5.00 for each the years 1937 and 193~ <br /> <br /> ~ours very truly, <br /> <br />Minnie D.
