Leigh, Leslie T.Fox, <br />chins, Frs~uk D. Lawrence, ~o <br />and the 0ity Manager. <br /> <br />George L. <br />E. Warre~, <br /> <br />Grimes, James N. Howard, W.~. Hut- <br />H. Earl Weiseman, Pearle J.Wilson <br /> <br /> Minutes of regular m&eting~held July 26th were read ~nd approved. <br /> <br /> The following communications from theCity Manager were r~ad: <br /> <br /> let - "I regret to repor~ that since o~ last ~eeting, Policems~ W~I. Cooke <br />has died. <br /> $~ostitute Policeman H.W. Miller has been promoted to regular patrol= <br />m~n, provided his services prove satisfactory." <br /> <br />On motion ordered-filed. <br /> <br /> 2nd - "It is highly necessary that we install stop-and-go traffic signal <br />the i~tersection of Eim Avenue and Gosport Road. <br /> The cost will be $37~.00, and I request an appropriation of that <br />amount, at this time." <br /> <br />at <br /> <br /> Motion Of Er. Grimes to concur Lu the ~an~ger~s recommendation ~nd to <br />priate $378.00 for said purpose, was adopted, and by the followir~ vote: <br /> <br />Ayes': Lei~, Fox, Grimes, H~ward, Hutchins, Lawrence, Warren, <br /> Weiseman, Wilson <br />Nays: None. <br /> <br />appro- <br /> <br /> 3rd - "In order to build the overhead pass at Bowers Hill, according to plans <br />and specifications, the Sta~e Hi~ghway Department requests the City to permit chsnge_ of loca - <br />tion, a short distance, of one of the Water m~.ins leading from SuffoLk to Portsmouth. <br /> The City Attorney has drawn up an agreement w~ich is acceptable-to the <br />State Hi~'hway Departmen~t. The wording of this agreement, together with the lett~er from Er. <br />H.G. Shirley, Chairman-of the Highway Department,. which is attached thereto, I feel will pro - <br />tect the City's interests. <br /> I therefore request that the same be passed on favorably at this ses- <br />sion of the Council." <br /> <br />Resolution - <br /> "WH ~EREAS, the State Highway Commissioner of the State of Vir - <br /> ginia is preparing to have a~ overpass road constructed across the <br /> tracks of the Seaboard Air Li~S Railroad near Bowers Hill, in the <br /> County of Norfolk, VirgLuia, and has requested permission to use a <br /> portion of the right of way owned by the City of Portsmouth, and con- <br /> . veyed to it b~v Isidor Herz and to cross the new right of way which he <br /> proposes to hawe conveyed to said City, and <br /> WHEB~EAS, the Council of the City of Portsmouth is willing to <br /> grant such request pro~ided the water su~o~yo_" of said city is amply <br /> protect~ed and the terms and conditions here&n set forth ~re complied <br /> with. <br /> <br /> <br />
