<br /> 1st - "Patrolman W.J. Pate has serious trouble ~'
<br />w_un his eyes; cataracts on
<br />both of them, sm.d he is so n~azly~ ~ blind that he is unable to perform his duties as a police-
<br />
<br /> I sent him to a specialist~ Dr. Hood.~ who, after exmnination, reoort~
<br />ed that while ~r. Pate is nearly blind now, he third~s the cataracts can be removed whe~ they
<br />mature, ~md then.there is a strong possibility that he may regain his noel vision. O~ that
<br />report, and after personal conference with Nr. Pate~ I have placed him on the retired list
<br />until the specielists have an opportunity to restore his sight to normals"

<br />titions from ~he School Board involving a tota~ expehditure of $153,844.00, $69,229.00 to be
<br />furnished by P.W.A. grs~ut, $84,615.00 to be borrowed from the State Literary Fund~ at 4% Lu -
<br />retest, to make needed Lmprovements and additions to the High School Building on High St.,
<br />s~ud the Et. Hermon School on Florida Avenue.
<br /> ! made a personal inspection of the conditions in both schools, to -
<br />gether with the ~ayor, ~r. T. A. Willett, Chairms~u of the School Board, s~ud ~r. H. A. H~t~
<br />Superintendent of Schools. ~ne Es. yor and I fotuud the conditions worse than we expected. Both
<br />schools are very much overcrowded, and we are of the op~ulon that if we are to keeo the
<br />Po~t~smo~th. s?.hools on pa~r, with other schools in the State, the proRosed additions ~nd i.~orove-
<br />men~s snou±~ ce made at ~is_t~im.e while_we ce~ g~e,t_ the grant for.$~9,229°00 from the
<br /> ·'ne ~o~a~ cost ~o carry the lomu of $84,&15.00 from the Literary Fund,
<br />at 4~, includLug the required annual deposits to the Sinking Fund, will amount to aoproximate-
<br />ly $6,700.00, $5,000°00 of which the School Board ~grees to f~nish for the first t~o years,
<br />from the extra money allowed the Portsmouth Schools by an Act of the last Legislature. ~e
<br />total outlay for the City, for the first two years, will be about $!,700.00 a year.
<br /> The City Attorney hs.s drawn two resolutions to be oassed by the
<br />cil, which I will ask the Clerk .to re~d, both of which I hope will be passed ~umuimously.~

<br />on the 9th day of AUgust, 1938, presented to this Co~uucil, an
<br />application addressed to the State Board of Education of Virgi-
<br />nia, for the purpose of borrowing from the Literary Fund
<br />$69,215.00 for ~ ampex and e ~
<br /> ~o. remodeling the present school
<br />building at Woodrow Wilson High School, to be repaid in thirty
<br />sm. uual Lustallments, and the interest thereon paid semi-s~unually.

<br />RESOLVE~, _~!~nat the application of the City School Board to the
<br />State Board of Education of Virginia, for a loan of $69,~15.00
<br />from the Literary Fund, is hereby approved, and authority is
<br />liereby granted the said City School Boaa~d to boz-~ow the said
<br />amount for~the purpose set out in said application.

<br />los_u, at the time they fix the regular levies, fix a rate of
<br />levy for schools or make a cash appropriation sufficient for
<br />opera, ion expenses and to repay this loan in ar~uual inste~lments,
