Notion of Mr. Fox to place the ordinance on its first reading, was adopted. On motion, the City Manager was grs~ted permission to attend the City ~ana- get, ~ ASSOCiation, in Boston. - NE~ BUSINESS - The following petition was read: "To the Honorable Members of the City Council, City of Portsmouth, State of Virginia. Your petitioners respectfully request that proper legislation be enacted, whereby sufficient funds may be appropriated to be expended for.the purpose of opening Duke Street, beginning at Duke and Effin~nam an~ contznuing east to Washington, thereby allowing Duke ~o become open to traffic. It is believed that the best interests of the City of Portsmouth may be servsdby opening the above named street, thereby oreating an additional traffic lane and at the same time permitting greater facilities for ingress and egress to the central and easter~ sections of our City.
