<br /> Minutes of regular meeting held November 8th and special meeting of November
<br />15th, were read and approved.
<br />
<br /> On motion of Mr. Fox, the rules were suspended tO hear a delegation from the
<br />High Street merchants. J.M. Overton and W.B. Darden spoke on the question of decorating and
<br />illuminating High Street, for Christmas holidays, and asked an aporopriation of $500.00 to
<br />assist the merchants in same. ~
<br />
<br /> Motion of Mr. Hutchins to re, er to the City Manager and Mayor with power to
<br />act, was adopted.
<br />
<br /> On motion of Mr. Fox, the rules were suspended to hear a delegation from the
<br />Intra-Club Association, who presented the following:
<br />
<br /> "As president of the Intra-Club Association, I am addressing this letter to you
<br />in the hope that it will lead to the younger people of Portsmouth being able to obtain the
<br />A~mory at a more reasonable figure.
<br /> We have found that it is impossible for the young social clubs to continue to
<br />hold dances if we have to pay $40.00 for the Armory. You may ask why that should make any
<br />difference to the Oi~y~ but if you will recognize our representative, Harry T. Davis, ! am
<br />sure that you will be convinced of the worthiness of our cause.
<br /> Hoping. tb~t this letZer will meet with favorable reception on your part, I am,

<br />On motion of Mr. Howard, same was referred to the City Manager.

<br />The following communications from the City ~Sanager were read:

<br /> let - "I think we should have one or two special meetings this week, and, if
<br />necessary, again next week, to study the budget.
<br /> If there is no objection, the public hearing on the-budget will be ad-
<br />vertised for December 13th."
<br />
<br /> Motion of Mr. Hutchins to concur in the Manager's recommendation, and to set
<br />Tuesday, December 13th, as the time of the public hearing, on the budget, was adopted.
<br />
<br /> end - The Manager presented the 1939 budget ordinance by caption, and request-
<br />ed that the same be placed on its first reading:

<br /> Motion of Mr. Hutchins to concur in the Manager's request and to place the
<br />ordinance on its first reading,.was adopted.
<br />
<br /> 3rd - "At the last meeting of the Council, the question of Slum Clearance was
<br />carried, over.
<br /> This proposition is so gigantic and so complicated that it requires a
<br />great deal of study and I will not have time to give it the thought it needs until we ~.ve
<br />finished with the budget) after which I will study the problem in detail and make a recommen-
<br />dation either for or against it."

<br /> ~th - "Since our last regular meeting, Mr. R. A. Alexander, Chief of the Fire
<br />Department, has been. retired on pension. Mr. W. B, Sykes, Assistant Chief, has been made
<br />Chief, and Capt. E.M. Richardson has been appointedAssistant Chief.
<br /> Mr. J.M. Broughton has been appointed Chief of Police, succeeding Mr.
<br />H~L. Blalock."

<br />The following communications f~om the City Attorney were read:

<br />and Mrs. Daisy Nash Claud requesting relief of certain taxes on property assessed as 3~6 and
<br />jib E.S. Mt. Vernon Ave. to W.K. Hodges and Daisy Nash Claud. I find that this assessment is
<br />upon portion of three lots of land at the south east corner of Mt. ~ernon Ave. and London St.
<br />and that the remain~_ug proportion of the lots are assessed to the proper owners. Mr. Hodges
<br />end Mrs. Claud appea~never to have owned this land and for that reason have never paid any
<br />
