ADril 9, 1996 <br /> <br /> It is expected that participation in this study will <br />cost each jurisdiction in the range of $5,000 to $10,000. <br />more accurate cost will be available when it is known how <br />many localities will participate, as well as the extent of <br />private sector participation. If the Council concurs with <br />this approach, the funding can be accommodated within the <br />existing operating budget. <br /> <br />A <br /> <br /> I am supportive Of this effort, because the attraction <br />of a sports franchise would bring benefits to the entire <br />region, and not just to the host locality. The only way that <br />real progress can be made is if the region works collectively <br />on this project. I believe it is in Portsmouth's best <br />interest to be a participant in this project, and I am <br />comfortable with the proposed role of the Greater Norfolk <br />Corporation. <br /> <br /> Accordingly, I recommend that the City Council adopt a <br />resolution in support of participation in the feasibility <br />study." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Robinett, <br />adopt the following resolution, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "A RESOLUTION IN SUPPORT OF PARTICIPATION IN A STUDY TO <br />DETERMINE THE FEASIBILITY OF CONSTRUCTING A SPORTS ARENA IN <br />F~kMPTON ROADS. <br /> <br /> WHEREAS, Hampton Roads is one of the largest urban areas <br />in the United States without the presence of a major league <br />sports franchise; and <br /> <br /> WHEREAS, the Hampton Roads Mayors and Chairs Caucus has <br />discussed on numerous occasions the possibility of taking <br />actions necessary to attract such a franchise to H~unpton <br />Roads; and <br /> <br /> WHEREAS, it is necessary to determine the feasibility of <br />building an arena, as well as other related recreational <br />facilities an the various communities of Hampton Roads; and <br /> <br /> WHEREAS, the Greater Norfolk Corporation, a non-profit <br />corporation created to provide a private sector perspective <br />in support of economic development to the City of Norfolk and <br />to foster public/private partnerships, has agreed to serve as <br />the contracting agency to engage expert advice as to the <br />feasibility of constructing an arena and whether the Hampton <br />Roads area can support the presence of a major league sports <br />franchise; and <br /> <br /> WHEREAS, if the results of the feasibility study are <br />positive, a public Request for Proposals is expected to be <br />issued to engage the services of architects, engineers, and <br />other expertise necessary to advise the communities of <br />Hampton Roads on site location, design, infrastructure <br />requirements, transportation considerations, and other <br />relevant matters; and <br /> <br /> WHEREAS, the private sector will be asked and is <br />expected to contribute financial resources necessary to <br />establish the feasibility. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of the <br />City of Portsmouth, Virginia, that the City Council agrees to <br />commit time, energy, and, if necessary, financial resources <br />to further the goal of obtaining a major league sports <br />franchise." <br /> <br /> <br />
