May 2nd. lgBg <br /> <br /> At a conference of .the City Council, held May 2nd, 1939, at 7:30 P.M., called <br />to meet with the City Manager and th~ Civil Service Commission, in reference to appointment <br />of members to the Fire Department, there were present: <br /> <br />John P. Leigh, Leslie T. Fox, Jeorge L. Grimes, James N.Howard, WoR. <br />Hutchins, Frank Do Lawrence, C. E.Warren, H. Earl Weiseman, Pearle <br />J. Wilson, and the City Ms.uager. <br /> <br /> After the business of the conference was over, by unanimous consent, the <br />Council went into a special meeting. <br /> <br /> The Manager stated that he. had made contract with the American La France and <br />Foamite Company for $4,265.31, to repair the fire apparatus damaged by the Atlantic Coast <br />Line Railroad, which amount he hoped wo.~t~dbe paid by the Railroad Company; and that addi - <br />tional repairs necessary, but not on account of the accident, would cost $1,241.29, and asked <br />the Cou~ucilts approval of said repairs, no appropriation being necessary at this time. <br /> <br /> Om. motion of Nr.-'Fox, the Manager's recommendation was approved, and by the <br />following vote: <br /> <br />Ayes: Leigh, Fox, Grimes, Howard, HutchLns, Lawrence, Warren, Weiseman, <br /> Wilson <br />Nays: None <br /> <br />Mr. Wilson presented the fo/lowing letter: <br /> <br /> "We the committee delegated by the AustLu R~ Davis Camo #$, U.S.W.V., ~o ne- <br />gotiate with the Federal Ar~ Commission at Washington in an effort to a~ree on proper design <br />for a suitable memorial commemorating the spirit of ~98. <br /> We ~eg lea~e ~o report as follows, and at the same time make request that <br />the City of Portsmouth withd~aw their sponsorship insofar as it pertains to A, W-P-A. project <br />under existing agreement. <br /> After nearly two years of patient negotiations, we find it inadvisable to <br />agree or approve any design as submitted to the committee by the Federal Art Project Commis- <br />sion. <br /> Furthermore, recent developments l~ave disclosed facts to show that the fi <br />nancial set up as imposed on the sponsors b~ the Federal Art Commission in the end would be <br />as great as an independent project. <br /> <br /> As a consequence the committee as a whole have voted unanimously to termLuate <br />further negotiations with the Federal Art Commission for a proposed Spanish War Memorial for <br />the City of Portsmouth, suud request the City of Portsmouth as co-sponsors to do likewise. <br /> We desire to thank you gentlemen for the interest so manifested in our behalf <br />and express the confidence ~hat the near future will bring forth some p!anwhereby we will be <br />able to finance an independent project thru the aid of the good citizens of Portsmouth. <br /> Thanks again and <br /> Sincerely yours, <br /> <br />ane ~ <br /> <br /> Motion of Mr. Howard that we concu~ <br />was adopted. <br /> <br />J.T.
