<br /> At a regular meetlngof the City Council, held August 22nd, 1939, at 7:00
<br />there were present:

<br />John P. Leigh, Leslie T. Pox, George L. Grimes, W. R. Hutchins,
<br />Frank D. Lawrence, C.E. Warren, H. Earl Weiseman, Pearle Jo
<br />Wilson, mud the City Manager.
<br />
<br /> Minutes of regular meeting held August 8th were read and approved.
<br />
<br /> ~ne following communication from the City Manager was read:
<br />
<br /> UThe Federal Government conducts a year-around recreation orcject in Ports-
<br />mouth. Under a recent act of Congress, some of the Superintendents and a~sistant superinten-
<br />dents have been notified they will be laid off durin~ the month of September.
<br /> Mrs. Peterson, Superintendent of this District, requests the City to pay her
<br />assistant Mr. Hughes, who is a Portsmouth man, for the month cf September, in order that the
<br />project in our City may not be inter~ptedo
<br /> I recommend an appropriation of $?9.80 for this purpose. ~'
<br /> Notion of l,~r. Hutchins to concur in the Manager's recommendation and to ap-
<br />propriate $?9.80 for said purpose, was adopted.
<br />
<br /> The City l¢~nager stated ~hat he ~had an agreement with Norfolk County to fur-
<br />nish water in Green Acres over Western Branch, the County to pay for pipe under the river and
<br />to maintain same until there are one hundred water consumers; then the City to maintain the
<br />pipe under ~he river.
<br />
<br /> On motion of Mr. Fox, the privilege of the floor was granted a committee from
<br />the Central Labor Union.
<br />
<br />The following resolution was read:

<br />RESOLUTION
<br />
<br />Subject - Proposing ~he establishment of a Joint City and County Prison Farm
<br /> to supplement the present Portsmouth City and Norfolk County ~ails.
<br />
<br />To the Honorable Nayor~d Members of the Oity Council, of the 0ity of Portsmouth,
<br /> Virginia
<br />
<br />A representative committee of the undersigned body, aided by the gen-
<br />erous co-operation of Dr. H.G. Parker, Director of Public Welfare of
<br />the City of Norfolk, has visited and inspected the Norfolk City Pri-
<br />son Farm, as well as its cost-sheets of operation, and
<br />
<br />The s~bstitution of properly supervised farming in the matter of hand-
<br />ling of prisoners of the cities of Norfolk, LynchDurg, Danville and
<br />Martinsville, all in Virginia as supple~ting confinement'in dingy Jails,
<br />has obviously worked to the moral and physical advantage of the inmates
<br />concerned, and
<br />
<br />WHEREAS:
<br />
<br />At the NorfolkOity Prison Farm, food is produced sufficient for the
<br />needs-of all the cities~ prisoners and all inmates of the Home for
<br />~ged and Inflrm,-except that 3~% only of the total amount consumed
<br />has to be purchased from other sources, and
<br />
<br />Great economies may be practiced in ~he future from conducting a Joint
<br />Prison Farm to supplemen~ the present City and County Jails, also to
<br />be the source of fruits and produce for the City's and County's respec-
<br />tive Homes for the Aged,
<br />
<br />BE IT THEREFORE RESOLVED: T~at the Portsmouth Central Labor Union, in regular
<br /> meeting assembled on the 18th day of August, 1939, do hereb~ recommend
<br /> to the above named members of the Oity Council, and of said Board of
<br /> Supervisors, the consideration and proper study of the feasibility of
<br /> subject reforms, thus affecting economies beneficial to prisoners mud
<br /> taxpayers, and to help bring this reform about, we pledge ourselves to
<br /> assist you in any way that we migh~ be of service.
<br />

<br />Nessrs~ Steed and Sharpe spoke in favor of said resolution.
<br />
<br /> ~otion of Mr. Pox to appoint a committee to confer wilh the committee from
<br />the Central Labor Union, on said resolution, was adopted, and the 0hair appointed Messrs.
<br />Fox, Hutchins, Weiseman and the City Manager on said 0ommittee.
<br />
<br />The following letter was read:
<br />
<br /> "We are making ~u ~npeal to all civic and fraternal, as well as labor organ-
<br />izations for their support (whole-hearted) and active co-operation, toward making the Labor
<br />Day celebration sponsored by the Portsmouth Central Labor Union, a success.
