<br /> The following communications from the Oity Manager were read:

<br /> 1st - "it is ~,lth regret that I have ~o report the death of Oaptain John
<br />Chief of the Fire Prevention Bureau, on Friday, Beptember 8th."
<br />
<br /> On motion ordsred filed.
<br />
<br /> 2nd - "Last March, Tom Williams, who was workLng in the Public Service De-
<br />partment, was injured, and the Industrial Commission of Virginia has ordered the City to pay
<br />him $t61. yO, for the loss of his left index finger. ~
<br /> I hereby request an appropriation of that amount at this time, for
<br />that purpose."
<br />
<br /> ~otion to concur in the ManagerSs recommendation and to appropriate $161.70
<br />for said purpose, wa s adopted, and by the follow%ng vote:

<br /> 3rd - "The International City Managers Association holds its annual conven-
<br />tion in Detroit, October 9th- 12th, inclusiveJ
<br /> I have attended two of these eonventions and each time learned a
<br />great deal about City Manager Work.
<br /> The 0ity Manager and all of the councilmen are invited."

<br />On motion of Er. Lawrence, the 0ity Manager was authorized to attend said
<br />
<br /> $~h- "It h~s become necessary to put a new roof o~ the MuniclpalBuilding.
<br />~e dre~ up specifications and asked for bids; we received four, the lowest'of which was
<br />$448,00, for a flve-ply gravel roof, with a twenty year guarantee.
<br /> I request an appropriation of this amount at this time."
<br />
<br /> Motion of Mr~ Hutahins to concur in the Manager,s recommendation and to appro-
<br />priate $44.8.00 for said purpose, was adopted and by the following vote:

<br /> 5th - "Since beginning our program, last spring, of rehabilitating or demol-
<br />ishing dilapidated buildings that were insanitary, sixty seven have been demolished and twen,
<br />ty have been repaired by ~he owners; making a total of eighty-seven."

<br /> 6th - "I have a letter from the Chamber of Commerce requesting the City to
<br />install parking meters. I have been in communication v&th city managers of other cities
<br />where they have parking meters and in most oases, theManagers recommended them.
<br /> My opinion is that we should first canvas the High St. merehants, as
<br />they are the people who would be most affected."
<br />

<br /> 7th - "The Equalization Board has finished its work. Reductions made in t~he
<br />assessment, cut the City's taxes for next year, $~,OOO.
<br /> The railroads have induced the Corporation Commission to reduce their
<br />assessments, thereby causing the City a loss of Sy,OOO.
<br /> The law passed by the last Legislature increased the City's contribu-
<br />tion to the Social Service Bureau, for d ependen~ children, b!indand aged, $12,OOO.
<br /> The free bridge and readjustment of wages and hours at the ferries
<br />will cost the City $?0,OOO. this year; in order to give the firemen the two-platoon system,
<br />twenty-four hour shift, the additional cost is $5,500; makinE a total of $98,5OOo"
