At a regular meeting of the City Council, held Septembe~ 26th, !939, at 7:00 <br />P.M., there were present: <br /> <br />John P. Leigh, Leslie T. Fox, George L. <br />Hutchins,Frank D. Lawrence, C. E.Warren, <br />Wilson, and the City Nanager. <br /> <br />Grimes~ James N. Howard~ <br /> H. Earl '~eiseman, Pearle J. <br /> <br />of Public <br />Capt. <br /> <br />Minutes of regular meeting held September 12th were read and approved. <br /> <br />The following communioationsfrom the Oity Msns~er were read: <br /> <br /> !st -"Sin~e the last meeting, I have appointed Dr. Julian T. Miller Director <br /> Welfare, to succeed Dr. L.H. Denny, who has been called back to service in the Navy. <br /> Also, since last meeting, I have appointed Fireman E.L. Host to succeed <br />~Joh~ Shannon, d.eceased, as C~ief. of the Fire Prey. enrich Bureau." <br /> <br />On mo$ion ordered filed. <br /> <br /> 2nd -. The Manager presented a bill of $30.00, of Mrs.. Ricketts, 904 Fourth <br />St., f~r renewing water pipe damaged by the City, and recommended same be paid. <br /> <br /> Motion of Mr. Fox to concur in the Managerts recommendation was adopted. <br /> <br /> 3md - The Manager presented the foliowing letter with recommendation that the <br />amount_ be allowed: <br /> <br /> "The American ~ar Mothers will hold its State Convention in Portsmouth, Vir - <br />ginia, on October 25th and 26t2~, 1939. <br /> The American ~¢ar Mothers is a Congressionally Chartered organization having <br />been granted a National Charter on February 2~th, 1925 and is the oldest Chartered organiza - <br />tion of its kind in America. <br /> The National Organization has the support of Hon. Franklin D, Roosevelt, <br />President who has pro~clalmed September 24th, 1939 as Gold Star Mother's Day and asked that <br />the American flag be displayed on all Government buildings in the United States. <br /> The AmericanWar Mothers comprise those women of America who gave to this <br />country in the time of need its man power in order that the ideals and traditions may be pre- <br />served for posterity. <br /> In order that this- gathering of War Mothers from all parts of the ~tate may <br />be assured of the ass~ stance of our Oity for a ~most successful convention it will be neces - <br />sary that certain details incident to this gathering may b~ a success, (herefore, the General <br />Committee respectfully are asking that the Cit~ Council appyopriate ~he .sum of $50.00 to make <br />certain that the many visitorsto our City will spend a pleasant time while the guests of our <br />City. <br /> Tb~king you in re~urn, I beg ~o remain, <br /> <br />Yours truly, <br /> <br />(Signed) Mrs. Rosa L.Webb, <br /> General ~nairman." <br /> <br />Motion of Mr. Wilson to concur in the Manager's recommendation, was adopted. <br />4th - ~ne Manager presented the following ordinance: <br /> <br /> "AN ORDINA2~CE TO A2;~END AND BE-ORDAIN SECTION SEVENTY FOUR <br />OF 'AN 0RDINANOE IMPOSING A LICENSE TAX FOR THE CITY OF PORTSMOUTH, <br />VIRGINIA, FOR THE YEAR BEGINNING MAY 1st, 193~' Adopted by the <br />City Council, March 28th, 1939." <br /> <br />On motion of Mr. Fox, ssld ordinance was placed on its first reading. <br />5th - The Manager presented the following ordinance: <br /> <br /> "AN ORDINANCE PROHIBITING THE PLACING OF WASTE PAPER, TRASH <br />AND RUBBISH UPON THE STREETS, AND EXPECTOP~TING UPON OR THROWING <br />FRUIT SKINS AND PEELINGS ~PON THE STREETS AND OTHER PUBLIC PLACES <br />OF THE CITY, AND PROVIDING A PF2~ALTY THEREFOR." <br /> <br />report:~ <br /> <br />On motion of Mr. Hutchlns, said ordinance was placed on ~its first reading. <br /> <br />The ~ 6 <br /> ~aY ~ appointed as a committee on bus routes, presented the following <br /> <br /> "The committee on changing the bus routes submitted to me the changes to be <br />ma%e on the Prentis Park Line. I requested Councilmen W. Raymond Hutchins and Frank D. Law- <br />rence to view the matter with me and we came to the following conclusion: that the Prentis <br />Park bus should be routed from its present terminus at the intersection of Lincoln S~. and <br />Deep Creek Road, as follows: <br /> <br /> Thorough Lincoln StJ to Nashville Ave., south along <br />Nashville Ave. to Palmer St., east along Palmer St. to Deep <br />Creek Road; northerly along Deep Creek Road to Lincoln St., <br />east along Lincoln St., to Des Moines Ave., north along Des <br />Moines Ave., to Duke St., east along Duke St. to Charleston <br />Ave., sout2~ along 0harleston Ave. to Lincoln St., and thence <br /> <br /> <br />
