ADril 22, 1996 At a Called Meeting of the City Council held on Monday, April 22, 1996, there were present: Mayor Gloria O. Webb, *Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., *Ja~es C. Hawks, James T. Martin, Cameron C. Pitts, *P. Ward Robinett, Jr., Johnna R. Whitaker, Deputy City Manager, G. Timothy Oksman, City Attorney. 96-148 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Monday, April 22, 1996, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 96-149 - The following items were discussed in the Public Work Session: 1. Proposed Operating Budget 2. Capital Improvement Plan Motion by Mr. Robinett, and seconded by Mr. Martin, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) Discussion or consideration of the condition, acquisition or use of real property for a public purpose, or the disposition of publicly held property, as permitted by Subsection (A) (3). (2) The investing of public funds where competition or bargaining is involved where, if made public initially, the financial interest of the City would be adversely affected, as Permitted by Subsection (A) (6). (3) Discussion or consideration of specific legal matters requiring the provision of legal advice by counsel, as permitted by Subsection (A) (7). The motion was adopted by a vote of 6-0. Motion by Mr. Robinett, and seconded by Mr. Pitts, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
