<br />"~'¢H~EA8, it has come to the attention of the Council of the City
<br />of Portsmouth~ that a Bill has been drawn to be presented to the
<br />next session of the General Assembly of Virginia, providing for
<br />the creation of a Hampton Roads Sanitation District~ in which
<br />shall function the Hampton Roads Sanitation District,
<br /> ~¢HEREAS, the establishment of such District and the creation o~._
<br />such a CoMmission will no~ solve the pollution problem and will
<br />no~ mee~ the objects desired~ and will tend to take away fro~ the
<br />inhabitants of the communities affected, the right of local self-
<br />government, ~and will tend to establish another taxing authority,
<br />and will place ~u undue burden upon the inhabitants of .the City
<br />of Portsmouth, at an expense far in excess of the amour~t which
<br />the City of Portsmouth cane stablish and operate a plant suitable
<br />to .care for the sewerage'of the City~ and at a rate of interest
<br />far in excess of the ~rrent interest rates for the City of Ports-
<br />mouth,
<br /> NOW, THEREFOB~, BE IT RESOLVED, that the Council of the City of
<br />Po~t~mout~h go on record as opposing the passage of the proposed
<br />Bill, and request its representatives in the General Assembly of
<br />Virginia to so amend the proposed Bill as to omit the City of
<br />Portsmouth from its ooeration or to p~ovide therein~ in event the
<br />Bill is pzssed~ to permit the City of Portsmouth to construct and
<br />maintain a~separate sewerage disposa!plant at its own cost and
<br />expense."
