<br /> Minutes of regular meeting held January 23rd, were read and approved.
<br />
<br /> The following communications from the City Manager were read:
<br />
<br /> let - "The W.P.A. has in Portsmouth what is kno~m as Virginia Arts Project-
<br />~usic Unit. This project gives employment to certain idle musicians and the advantage of
<br />musical training to underprivileged children.
<br /> The City is requested to pay $5.00 a month on this project. I recom
<br />mend an appropriation of $55.00 to held carry this project the balance of this year."

<br />Motion of Er. Grimes to conc~ in ~he Nanager's recommendation, was adopted~
<br />
<br />2nd - The Nanager presented the following telegram from the President of the
<br />
<br /> "I strongly urge that the full membership of the Council
<br />appear in Richmond, Thursday, when hearing is to be given by
<br />the Senate Committee on the t~hreatening tunnel proposition.
<br /> I also urge as many citizens as possible to go x~th mem-
<br />bers of the Council to the hearlng~ to file protest against the
<br />tunnel bill.
<br /> Distressing conditions have detaine~ me here, b~t-if it
<br />is possible, I shall leave here by train in time to meet you in
<br />Richmond, on Thursday."

<br /> The Manager stated that Senator Hi!lard desired to meet the delegation from
<br />Portsmouth andNorfolk County. at the Richmond Hotel at eleven o~¢lock on Thursday, to outline
<br />our fight against the Bridge-Perry-Tunnel Bill, before the Committee, which meets at 3:00
<br />o'clock
<br />
<br /> Motion of Nr. Howard that the body go on record as opposing said bill and
<br />that the Council go to Richmond to oppose same, and that the Manager invite other citizens to
<br />go, was adopted.
<br />
<br />The following communication from the City Attorney was read~
<br />
<br /> ,In connection with the letter of Albert W. Philbrick referred to me, i find
<br />the property, 1312 Washington St. was conveyed ~y E.R. Chandler and wife to James E. Parrish
<br />and wife by deed recorded on November loth, 1~36. The property was duly assessed to Nrc and
<br />Nfs. Parrish for the following years 1~37 and 1~38, but by error it was also continued in the
<br />name of E. R. Chandler. The~ taxes charged on the proper assessment against Parrish Was paid.
<br />The taxes charged on the assessment against E.R. Chandler amounting t o $30. OG for each of the
<br />years 193Y and 1938, should be relieved."

<br />"The Oivil Service 0ommission w~shes ~o make the following report:

<br /> Since its last annmal report to your-honorable body, the 0ommission has held
<br />regular and special meetings and attended a conference ~th City Council and the City Manager.
<br /> During 193~, ~he Commission hel~ examinations for Hoseman, Engineer and O~o-
<br />· ain in the Pire Department, as welt as for Substitute Patrolman, Patrolman, Sergeant, Lieu~
<br />tenant and Captain in the POlice Department. In tJsis connection, we wi sbt o state that we
<br />instituted s~rength and agility tests for n~w men in both departments. Hosemen took these
<br />tests at the Robert E. Lee School and Patrolmen at the Y.E~G.A. Gymnasium.
<br /> The Commission prepared eligible lists for all grades in both Depar~ents
<br />and made a number of changes in application, medical examination and final grading forms now
<br />being used. New examination papers were prepared for most of examinations held.
<br /> ~ In November, 1~39, the term of Commissioner C.R. Beauohamo exoired~ and as
<br />he declined ~o serve another term, Mr. J.P. Hofler was on December 12th, e~ect~d to succeed
<br />him for a term of four years. On December 26th, 1939, the Commission met and reorganized,
<br />re-electing H.J. Kr&emer, Chairman, and Harry E. Phelps, Sr., Acting Secretary.

<br /> ~ On December 29th, 1939, ~he Commission received copy of charges against Of-
<br />ficer~J. ~. Peavy and on January lOth, 1940,-copy.of no~ice of suspensiou of Officer Peavy'
<br />for thirty days without pay, beginning December 26th, 1939, was received from the City Mama~r.
<br /> A~ appeal from Officer Jo C. Peavy asking for a hearing on his thirty day
<br />suspension without pay, was delivered to the Civil Service Commission on January loth, 1940,
<br />whereupo~ the Commission called a special meeting, se~tin date n 1~
<br /> o g of ~_ub__c hearing for Tues -
<br />day, January 16th, 1940 at ?:30 P.M., in Hustings CoUrt Room. Said hearing extended ~ver
<br />three nights for a total of ~en hours.
