At <br />Tuesday, <br /> <br /> ADril 23, 1996 <br />a Regular Me&~i~g Of ~ City Council held on <br />April 23, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Bernard D. Griffin, Sr., James C. <br />Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, <br />Jr., Johnna R. Whitaker, Deputy City Manager, G. Timothy <br />Oksman, City Attorney. <br /> <br /> Jill R. Bruner, 12th grade student, Churchland High <br />School opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and Welcomed all <br />in attendance. <br /> <br /> Motion of Mr. Griffin, and seconded by Mr. Martin, to <br />approve the minutes of a Called Meeting on April 2, 1996; a <br />Called Meeting on April 9, 1996; a Called Meeting on April 9, <br />1996; a Called Meeting on April 16, 1996; and was adopted by <br />unanimous vote. <br /> <br />96-150 - PreSentation of the "Top Da~" Award to John <br />Arrington and Frank Barley. <br /> <br />96-151 - Proclamation presented to Lee King, Portsmouth <br />RedevelOpment and Housing Authority Commissioner, for "Fair <br />Housing Month." <br /> <br />96-152 <br />Day'." <br /> <br />Proclamation presented to Darell Sayer for "Law <br /> <br />96-153 Proclamation Presented to Sgt. Richard Lodge for <br />"Police Week." <br /> <br />96-154 - Proclamation presented to Jean Hilton, President, <br />Portsmouth Music Club, for "National Music Week." <br /> <br />96-155 Proclamation presented to Kathy Pallette for <br />"special Olympics Day." <br /> <br />96-156 Proclamation presented to Debra White for "Municipal <br />Clerk's Week." <br /> <br />96-157 - Non-Agenda Speakers <br /> <br />1. Arthur Lewis, 700 Collidge Street, spoke on drainage <br />problems on his property. <br /> <br />2. Elijah Sharp, 702 Hancock AVenue, requested demolition of <br />the Cavalier Manor Elementary School to expand the Little <br />League fields. <br /> <br />3. Eric Hardison, Welcome Road, requested demolition of the <br />Cavalier Manor Elementary School to expand the Little League <br />fields. <br /> <br />4. Madalyn Morris-Grimes, 108 Florida Avenue, spoke on <br />improper bulk trash putout in port Norfolk. <br /> <br />- PUBLIC HEARINGS <br /> <br />96-158 - Public hearing on a resolution to authorize the City <br />to contract a debt and issue general obligations of the City <br />in the form of General Obligation Public Improvement Bonds <br />or, in anticipation of the issuance thereof, General <br />Obligation Public Improvement Bond Anticipation Notes, in the <br />principal amount of $4,100,000 to finance the costs of <br />various public improvement projects of and for the City. <br /> <br />There were no speakers. <br /> <br /> <br />
