April 23, I996 <br /> <br /> At a Called Meeting of the City Council on Tuesday, <br />April 23, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Bernard D. Griffin, Sr., James C. <br />Hawks, James T. Martin, Cameron C. Pitts, P. Ward Robinett, <br />Jr., Johnna R. Whitaker, Deputy City Manager, G. Timothy <br />Oksman, City Attorney. <br /> <br />96-149 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to <br />be held in the City Council Chamber, 6th floor of City Hall, <br />801 Crawford Street, at 5:00 p.m., Tuesday, April 23, 1996, <br />for the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 96-150 - The following items were discussed in the <br />Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal <br /> 27 Afton Parkway <br /> <br /> Motion by Mr. Griffin to approve the request for relief <br />from the decision of the Commission of Architectural Review, <br />died for lack of a second. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to <br />defer consideration of the appeal for 30 days (May 28, 1996) <br />to allow petitioners to consult their insurance agent <br />regarding various options for replacement, and was adopted by <br />a vote of 5-0-1 {Hawks abstained due to previous ownership of <br />property). <br /> <br />2. 1995 Annual Convention & Visitors Bureau Report <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Discussion of personnel matters, as permitted by <br />Subsection (A) (1). <br /> <br /> (2) Discussion or consideration of the condition, <br />acquisition or use of real property for a public purpose, or <br />the disposition of publicly held property, as permitted by <br />Subsection {A) (3). <br /> <br /> (3) Consultation with legal counsel and briefings by <br />staff members, consultants or attorneys pertaining to actual <br />or probable litigation, as permitted by Subsection (A) (7). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Pitts, pursuant <br />to Section 2.1-344.1 of the Code of Virginia certifying that <br />to the best of the Council member's knowledge during the <br />immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> <br />
