May 20th~ 1940. <br /> <br /> At a special meeting of the City Council, held Nay 20th, at lO:CO A.M., <br />there were present: <br /> <br />John P. Leigh, George L. Gri~es, J. N. Howard, W. R. Hunt.hint, Frank D. <br />Lawrence, O. E. Warren~ H. Earl Weiseman~ Pearte J. Wilson, and 0has. <br />F. Harper, the City Manager. <br /> <br />The following call for the meeting was read: <br /> <br /> "There will be a special meeting of the City Council, <br />on Monday~ way 2Oth~ at lO:CO A.M., To consider the Housing problem. <br /> By Order of the President.~ <br /> <br />in the Council Oha~oe~, <br /> <br />The City ~fz~uagsr presented the following: <br /> <br /> ~WHEREA~, l~ has become necessary for the City of Portsmouth to purchase sev- <br />eral parcels of real estate loeat.ed at'Pinners Point and in other~pa~tm of theOity, in order <br />to protect itself against loss by reason of delinquent taxes dde thereon, and it may be neces- <br />sary to purchase several other parcel~ of real estate for that purpose; and <br /> WHEREAS, the said real estate is not needed for the uses and purposes of the <br />Oity, and it will be to the advantage of the City to sell the same to persons who will erect <br />buildings thereon and thsreby increase the vAlde of the taxable real estate ~thin the City, <br />and am emergency now exists for the need of new buildings~ <br /> NOW, THEREFORE, be it resolved by the Ooun~il of the Oity of Portsmouth that <br />the City Manager and Mayor be, and they are hereby authorized and directed to sell at public <br />auction, after due notice as required by the Charter of the City, at such time or times and <br />upon such terms and conditions and in Such parcel or parcels as he may deem best, all real <br />tate~whiah has been purchased orwhich, in the future, may be purchased by the City for pro- <br />tection against loss by reason of delinquent taxes due thereon, a~d ~ht~h is not u~ed or nee- <br />essary for the public uses of theOity." <br /> <br /> On motion of Mr. Hutchins~ the privilege of the floor was granted to anyone <br />present, who was interested. <br /> <br />North and others <br /> <br />Admiral Simons, E. ~. Smith, T. L. Martin, Mr. Mc0arty, D.P. Rober~, ~r. <br />spoke in favor of the resolution. <br /> <br />On motion, the said resolution was adopted, and by the following vote: <br /> <br />Ayes: Leigh, Grimes, Howard, ~tehins, Lawrence, Warren, Weiseman, <br /> Wilson <br />Nays: None <br /> <br />On motion adjourned. <br /> <br />Clerk; <br /> <br />Approved: <br /> <br /> <br />
