<br /> Minutes of regular meeting held May 14th, and special meeting of May 2Otb
<br />were read and approved.
<br /> The following communications from the City Manager were read:
<br /> let- "On May l?th, 1940, the Welfare Bible Class of South St. Baptist Church held
<br />their annual banc~et in your City Auditorium for which $25~OO was paid to your representative
<br />there.
<br /> We therefore ask you in your capacity of City Councilman, please seeyour
<br />~ay to return the $25.00 to the Welfare Bible Class, as we t~st you will find this to be a
<br />worthy ~ud c!~ritable cause.

<br /> 2nd- "The lighting of the soft ball diamond at Wythe St. has been completed, and

<br /> Carrying this proje¢t to co~oletion has pleased a great many people. The
<br />cost amounts to $8~2.50. It is necessary to make an appropriation of that amount, ~t this
<br />time~"

<br /> 3rd - ~The City School Board and 0ouncilman Warren recommend that the 0ity ac
<br />quire block of vacant property in Madison Ward bounded on the east by Sixth St.~ on the west
<br />by SeVenth St., on the south by Madison St.~ and onthe north by Edwe~ds St.
<br /> ~t of this block we are going to take for taxes. ~nere are three par-
<br />cels that we will either buy or condemh.
<br /> The City Manager agrees with the SchOol Board and theCouncilman f~om that
<br />Ward that we should ~ake over this block, to be used~fcr the Jefferson St. School children,
<br />and others~ as a recreation center."

<br /> Motion of Mr. Warren to concur in the Man~ger~s recommendation and to place on
<br />its first reading an app~priation of $1200o00 for sold purpose ~ud that the City Attorney
<br />make an offer for the purchase of the property and if the offer be refused for him t o proceed
<br />with the condemnation of same~ was adopted.

<br /> Gth - ~The City School Board and Councilman Grimes recommend that the City ac-
<br />quire twenty six lots, south of and adjoining the Prentls Park School, being the balance of
<br />that block~ for playground, purposes.
<br /> The P~creation Committee, consisting of the Mayor~ Councilmen Grimes~
<br />H~ward, Hutchins, Warren and Weiseman, agree with the School Board's recommendation. The
<br />City Manager also ~oproves the project.~

<br /> l~stion of 1~. Fox to concu~ in the Manager's recommendation and to place a~
<br />~ppropriation of $4~000.00 on i~s first reading, for said purpose, end that the City Attorney
<br />make an offer for the purchase o~ said property, and if offer is refused, to proceed with the
<br />condemnation of said property~ was adopted.
<br /> 5th - ~At 12:O0 o~clock on Tuesday, May 21st, ei~n~y acres of land belonging to ~
<br />the Glensheallah Corporation~ located a~ Glensheallah, were sold at auction, and by permissio~
<br />of the ~ecreation Committee~ consisting of ~he Mayor, Councilmen Grimes~ Howard, Hutchi~s ~
<br />~arren and ~eiseman, and the City M~nager, the Manager bid this property in for the City, sub-
<br />Ject to the approval cf the Council.
<br /> Portsmouth is very much in need of additional recreational parks and gol~
<br />links and at the present rate property is being pla~ted by land companies for building purpos-
<br />es, ! deem i~ exp~edient t~hat ~%~ acquire this property. The price at ~nich the eighty acres
<br />was bid in, ~as$30~O00.O0, but the net cost to the City will be $19,000.00, because, if we
<br />take over the property, we also take over the~obligation the City has outstanding to the Gle~
<br />sheallah Corporations to refund $!1~000°00 fo~ impr~vements~~ ·

<br /> M~tion of Mr. Weiseman to concur in the Manager's recommendation and to
<br />place an appropriation of $30,000~00 on its flrs~ reading for said purpose, ~s adopted.
