<br /> Notion of Mr. Hutchins to go into the election of Vice President, was adopted.

<br /> Mr.. Wilson nominated Mr. Frank D. Lawrence for Vice President and there being
<br />no further nominations and same being closed Mr. Lawrence was elected, and by the following

<br /> Minutes of re~iar meeting held August 27th, were read and approved.

<br /> The Oity N~mager stated that ~he Mayor and Manager had taken up with Admiral
<br />Simons the question~ of the Government replacing thewooden pipe l~ne from this City ~ Bur -
<br />folk with either Cast iron or concrete pipe, as a national defense project, and had received
<br />the following letter from him and that the' Mayor, Manager and others will go to Washington,
<br />in regard to same, as soon as can be arranged:

<br /> "i am very much concerned with the possibility of a water shortage in the Navy
<br />Yard here at Portsmouth. I have discussed this matter several times with Nrc Charles Haroer,
<br />your City Man,get, -
<br /> As I understand ~he water situation here, one of the waterm~ins to the Oity
<br />has now worn out and.requires renewal. The remaining ~wo water mains have a capacity to supply
<br />six milli~ gallons daily to all the activities in and about Portsmouth and the adjoining
<br />county. Since the present national emergency, the daily consumption has increased from four
<br />and three-quarter million to five and one-half million gallons daily smd is still increasing.
<br /> . Taking lnt~ consideration the building activities in Portsmouth and in the
<br />county close thereto and the ever increasing needs of this Navy Yard, it is quite evident that
<br />the Portsmouth water system must prepare immediately to be able to s~oply a larger consumption
<br />than six million gallons daily. To do this, a new replacement pipe line must be built ~to take
<br />the ~laoe of the one which is now worn out.
<br /> I commend this need. to your attention as an emergency need and intimately
<br />connected with the national defense~

<br />The following communication from the City Manager was read:

<br /> "Under the resolution of the City Council passed on May 20~h, 1940, the May-
<br />or and I offered for sale today, at public auction, after first giving ten days notice of the
<br />time, place and terms of sale, by advertisement in the Portsmouth Star, a daily newspaper
<br />published in this City, the following ~eal estate:
<br /> 1, That tract of land binding on the north side of Southern Ave. for
<br />a distance of 320 feet and extending rectangularly between Hill Avenue and the New York~ Phil-
<br />adelphia and Nor f elk Railroad property to the south side of Seaboard Avenue extended.
<br /> 2. All those lots of la~d known as numbers 212 to 24~, inclusive,
<br />numbers 185, 188, I9~, 15~, 151, 1~? to 140 inclusive, 1!1 ~o 125 inclusive, ~I, 42, ~, ~5,
<br />53, 54, 55, 56, 6o, 81, 78, 77, lying northerly of So~t~ern Ave, and soUtherlY of Sea ~
<br />board Ave., between Hill and Serpell Aves.
<br /> 3- All those lots of land known as n~mbers 268 to 279, inclusive,
<br />and 289 and 301, inclusive, lying southerly of Southern Avenue, between Jackson Ave. and the
<br />above-mentioned railroad property.
<br /> The property was purchased by George T. McLean, who was the highest bidder
<br />for the sum of O~e E~ndred Dollars, and I recommend that the sale to Mr. M clean be authorized
<br />and confirmed, and that the proper officers of the City be instructed to execute the neces -
<br />saz~y deed or deeds conveying the property to Mr. McLean.
<br /> Mr. McLean is entering into a contract for the improvement of the property
<br />andhouses are to be erected on building si~es ~nproxlmate!y 50 feet by 100 feet in size.
<br />All sites which are not improved within twelve months, he desires to reconvey to the 0i~y
<br />without costs.~

<br /> Motion of Mr. Lawrence to concur in the M~e~ager~s recommendation, was adopt-
