<br />Minutes of regular meeting held September lOth were read and approved.

<br /> The following communication from the City Attorney wae read:
<br />
<br /> "At yourmee$~n~gheld on August 265h, 1940, referred to me the letter of
<br />W. N. Waters requesting that hebe relieved of certain taxes assessed against him on house-
<br />hold furniture.
<br /> Upon imvestigation, I find that Nm. Waters has been boarding with another
<br />family for several years and owns no furniture. The personal property assessment seems to
<br />have been copied from year_to ~ear and i~ m~ op~i~n h~l~_en~e~ to be relieved of the
<br />following amounts~ 1933 - $1~O&, 1935 - $2.~5, 153b ~ $2.~5, 153~ $2.50, 1938 - $2.50,
<br />1939 - $2-50, 19~O - $2.50-~ ~

<br /> The Attorney presented the following ordinance which was, on motion of Mr.
<br />plaeed on its first reading:

<br />"AN ORDINANOE TO 0LOSE A PORTION OF PALMER STREET".

<br /> The following petition was read:
<br />
<br /> "Your petltloner,.~he Tankar Stations, respectfully request that the City
<br />0ouncil grant unto it a permit to install an above-ground tank of the capacity of fifteen
<br />thousand gallons, to be used for the storage of gasoline on their premises at llO5 High St.,
<br />Portsmouth, Virginia; the said tank and construction thereof to comply in every detail and
<br />meet every requirement of ~he ordinances of the City of Portsmouth, Virginia applicable
<br />thereto; it will be of steel or reinforced concrete and shall conform to the specifications
<br />of the National Board of ~ire Underwriters, and rest on non~eombustib!e supports of ample
<br />strength and stability with a factor of safety of not less than five. It will be equipped
<br />with vacuum amd pressure vent of approved style and with an explosive hatch of ~oproved type.

<br /> Bill of J. Shirley Hope, State Game Warden, for destroying fifty-eight tag-
<br />less dogs at $2.5© each, totaling $145. OO, was presented, and on motion of Mr. Hutehins, the
<br />Treasurer was authorized to pay same from funds in her hands from collection o f Dog Taxes.

<br /> Motion of Mr. Howard to refer the question of parking meters in Portsmouth
<br /> City Manager and a committee of the Council to investigate and report as early as pos-
<br /> was adopted. The Chairm~ ~opcinted Messrs. Howard, Lawrence and Hall on said commit-
<br />
<br /> M~ H~ward stated Taat he has a letter from the Police asking~for an in -
<br />crease in pay .and, on his motion, the mat~er was referred to the City Manager for considera
<br />tion in the 19~l budget.
