<br />Minutes of regular meeting held Septe~cer 2%th, were read and %pproved.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> 1st - "I have a letter from l~r.E.W.Christopher, Area Director, National Youth
<br />Administration of Virginia, requesting the City to contribute $5°00 per month, dtu~ing the
<br />winter, for fuel, to the Home Making Center for Colored Girls in Portsmouth.
<br /> i believe t~his is $ worthy cause ~ud I ~recommend that we authorize a
<br />total contribution of $15~00 for the months of October, November and December,"
<br />
<br />Motion of Mr. Lawrence to concur in the Manager's recommendation, was adopted.

<br /> 2nd - "The State Board of Health has requested that Portsmouth employ a trained
<br />in cP~rge of venereal diseases, at $150.00 per month.
<br /> I herebyask for an appropriation of $450. O0, for this ourpose, for the
<br />of October, November and December."
<br />
<br /> Motion of Mr. Hutchins to concur in the Manager's recommendation and to appro-
<br />priate $450.OO for said purpose, was adopted, and by the following vote:
<br />

<br /> 3rd - ~At the last reg~lsr meeting of the Council, there was re~erred to me the
<br />question of ps, king meters,
<br /> I have been making a study of this proposition for some time; also
<br />learned a good deal goout them ,~aile at ~he International City Managers~ Convention in Colo -
<br />fade. ~nile there, Denver asked for bids on two thousand meters and the p rices ran so high
<br />the Council and ~ayor turned down all bids. The Mayor then stated, through the press, that
<br />he had learned that the manufacturers or agenvs for meters, who b&d on the Denver project,
<br />had gotten together mud agreed to spread the profit, e~d he stated unless he could get the
<br />kind of meters he wanted for around $40;00 a meter, they would not be ordered at this time.
<br /> suggest tttat I be authorized to advertise for sealed bids~ and when
<br />received, the committee you appointed, together with the Manager, will make recommendation to
<br />the Gouneil~~

<br />l. Mtion of Mr~ Howard to concur in the Manager's recommendation was adopted.
<br />
<br /> 4th ~ "Two years ago, the Legislature passed a so-called Anti-Pollution Bill,
<br />w?~ch was submitted to a vote of the people, and defeated.
<br /> The last Legislature passed a similar Bill, v~ich we will be required
<br />· to vote on again, November 5th. i feel that if the voters are oroperly informed, tfaey will
<br />not vote for it, as it adds an additional ta~ of at least fif~ cents (for which we will re -
<br />ceive no benefit) making the total tax rate $3.OO instead of $2.50 as at present.
<br /> I request authority to lay the true facts before the people~ either
<br />ti~ough the press or othe~iseo"

<br />Motion of Mr. Hutchins to concur in the Manager's request, was adopted.

<br /> 5th - The City ~anager presented a deed conveying to the Commonwealth of Virgi-
<br />nia fifteen feet of land on each side of Route $58~ from Pitchket~e Creek to ~he land of E.E.
<br />Holland, and also presented the following agrsement~
<br />
<br /> "THIS AGBEEMENT, Made this eighty day of~October, 1940, by and
<br />between th8 City of Portsmouth, a municipal corooration of the State
<br />of Virginia, party of the first part, hereinafttr sometimes called tt~
<br />~Ovmer" and the Virginia Electric &Pbwer Com~0~any, a corooration of the
<br />State of Virginia, party of the second part, hereinafte~ sometimes
<br />called the '~Company".
<br /> WITNESSETH: That in consideration of the sum of One Dollar
<br />($LOO), the Owner grants to the Company, its successors and assigns,
<br />the ri~r,t, privilege and easement of right of way, to construct, oper-
<br />ate, and maintain a pole line for the transmission end distribution of
<br />electricity, including wire, poles, attachments, grounds connections,
<br />equipment-and accessories desirable in connection therewith, over,
<br />upon and across the property of tA~e Owner situated in Nansemond County,
<br />Virginia, and more particularly described below:
<br /> A strip of land six (6) feet wide extenf~ng along
<br />ttae southern side of State Htghway Number 58 leading from Suffolk to
<br />Franklin, from Pitchkettle Creek to the land of E. E. Holland~ as
<br />shown on the plan marked ~2074-A hereto attached and made a part of
<br />this agreement, the location of the center line of said right of way
<br />being shown in red on said map.
<br /> It is agree~ between the parties hereto that the
<br />poles, wires, attaet~hents, equipment ~ud accessories erected hereunder
<br />shall be and remain the property of the Company; that no charge shall
<br />
