Leigh, Leslie T. Fox, George Lo G~imes, Russell M.Hall, James N. <br /> Howard, W. R. Hutchins, Frank D. La~rence, C. E. Warren, Pearle J. Wilson. <br /> <br /> Minutes of regular meeting held October 8th were read and approved. <br /> <br /> The following communications from the City Manager were read: <br /> <br /> let - "We have advertised for sealed bids on two hundred fifty five-cent <br />parking meters~ installed. The bids will be op~ned at ll:OO o~slock, on October 31st, at the <br />City Ms~ager'e Office.~ <br /> <br />On motion ordered filed; <br /> <br /> 2nd ~ <br />half of the money paid into <br />be r e~ndedo <br /> <br />purpose." <br /> <br />~After investigation, theOity Attorney is of ~he ooinion that one- <br />the Police Retirement Fund by former Patrolman J.~. Peavy, should <br /> <br />I therefore ask an aooropriation of $ 5.36 to be used for that <br /> <br />red in. <br /> <br />On motion of Mr~ Hutchins, the recommendation of the Manager was concur <br /> <br /> 3rd ~ ~At eleven o'clock ~oday, we o~ened bids fo~ 1,2OO tons Type <br />bituminous surfacing material, and the lowest cid was $5.$3 per ton delivered, v~aieh ~mounts <br />to $6~516.O0, <br /> We have in the Street Funds $3,5OO.OO we can use~ but we need an <br />additional appropriation of $3~O00.OO. ~nis will enable us to make a first class street of <br />South Street, from Crawford to Effingham, ~Gich will take some of the congested traffic away <br />from H~gh St. ~ne ~.P.A. has agreed to furnish the l~ooro <br /> <br /> Motion of Mr. Fox to concur in the Manager's recommendation and to place <br />an appropriation of $3~OO0. OO for said purpose, on its first reaS~ng~ was adopted. <br /> <br /> 4th - "As directed by resolution, passed at your last meeting, I gave ten <br />days notice by advertisement in the ~Portsmouth Star~ that I would proceed to sell the three <br />parcels of land in Lake Kilby, at public auction, on Tuesday, October 22nd~ 1940~ at twelve <br />o~clock, noon, in front of the Court House in the City of Portsmouth. <br />I attended the sale~ and the prooerty was ourchased on behalf of <br />the Norfolk & Western Railway Company, it being the highest ~idder, fo~ the sum of $2,OO0oOO. <br /> I recommend that the sale be confirmed and that the property be <br />sold upon the condition that: <br /> <br /> '~he Norfolk and Western Railway Company will agree <br />that it will not~ a~ any time~ either in the constr~c~ion of <br />its works upon the said land or any use which it shall meke of <br />the s~ae, narrow, shorten~ or otherwise impede the existing <br />channel connecting portions of Lake Kilby~ or interfere with <br />the flow of water in said lake, or that it v~l! commit any act <br />~uhioh can be reasonably avoided, ~nich will contaminate the <br />water in the lake or make it obJectiongole for use as a public <br />water supply for human consumption, or change or interrupt the <br />normal operating conditions of the filtration plant of the City <br />of Portsmouth at the Lake Eilby pumping station.~o <br /> <br />Motion of Mr. Hutohins to concur in the Manager's recommendation and that <br /> <br /> <br />
