<br />The following communications from the City Manager were read:

<br />1st - "The Governor of Virginia has requested the City to make a oontribu
<br />to what is to be known as the Civilisn Protective Mqbilization Plan for Vir-
<br />
<br /> He states that the State of Virginia _contributes $8,O00., Newport
<br />Norfolk $2,000.
<br /> I recommend that we make the contribution as requested by the Govern-
<br />
<br /> Motion of Mr..Grimes to concur in the Manager's recommendation, and to place
<br />the requested ~opropriation of $1,OO0.O0 on its first reading, was adopted.

<br />2nd The Manager presented,a bill-of the Portsmouth Star, for $429.00, for
<br />the Anti-Pollution fight, and asked the Council to make an appropriation to

<br />cate $60.00, Nationsl Printing Company $80.00, totaling $801.98 for advertisement in the Anti-
<br />Pollution fight, and asked an appropriation to pay said bill.

<br /> The Manager stated that Norfolk County would re-imburse the 0ity for one half
<br />of thes~ bills.

<br /> Mr. Fox stated that he Wanted to compliment the City Manager for the magnifi-
<br />cent fi E hr he made against the so-called anti-pollution bill.
<br />
<br /> The following letter from the City Attorney,which was placed on its first
<br />reading at last meeting, was taken up and read:
<br />
<br /> "I sold property at Pknners Point belonging t~ Hardin Massey. commonly refer-
<br />red to as Norfolk Warehouse property,to the City for Seven Thousand Dollars ($~,OO0. OO). The
<br />bid was made by the City Manager to protect the lien of taxes due to the City. At' a special
<br />meeting of the City 0ouncil on May 20, 1940, at which ~opeared a committee from the Admiral's
<br />office of the local Navy Yard, the City Manager was directed to sell this property at public
<br />auction. He later sold it to Mr. Geo. T. MuLean with the. understanding that the build[ngs
<br />would be erected upon the land according to an agreement as approyed in a resolution by the
<br />City Council. In order to close the master, it will be n~cessary for the City to turn over
<br />to me Seven Thousand Dollsrs ($?,OOO.OO) which I will immediately pay to the City Collector
<br />
