At a regular meeting of the City Council, held December loth, 19~O, at 7:00 <br />there were present: <br /> <br />John P. Le~gn, Leslie T. Fox, George L~ Grimes, Russell E. Hall, Jsmes <br />N. Howard, W. R. Hutchins, Frank D. Lawrence, C. E. Warren,-Pearle J. <br />Wilson and Chas. F. Harper, City Manager. <br /> <br />Minutes of regular meeting held November 26th were read and approved. <br /> <br />The following communications from the City u- <br /> ~.anager were read~ <br /> <br />I hope to have <br /> <br />!st - "The parking meters have,arrived. The <br />~hem all installed within one week." <br /> <br />On motion ordered filed. <br /> <br />installation will begin tomorrow. <br /> <br /> 2nd - "Under the ruling of the City Attorney, the City owes the Johm Shannon <br />Estate $45.96 &nd the James. Talbot Estate $49.63~ I recommend the payment, of these amounts. <br /> The claim of ~.H. Lawrence can not be allowed, because he hs~ left the <br />service before the Pension Rei~und Act went into effect." <br /> <br />Motion of l~fr. Grimes to concur in tko I~anager~s recommendation, was adopted. <br /> <br /> 3rd - .The l~anager recommended that Henry Karp ~be refunded $Y.50 on houses 700- <br />and 710 Fifth St., houses having been demolished. <br /> <br />Motion of Mr. Hutchins to concur in the Manager's recommendation, was adopted. <br /> <br /> 4~h - The Mansger's request for~an appropriation of $9~360.00, <br />ing meters, laid on table at last meeting, was taken up. <br /> <br /> ko~ion of Mr. Hutchins to make said appropriation of $9,360.00, <br />~d by the following vote: <br /> <br />to pay for park~ <br />was adopted, <br /> <br />Ayes - <br />Nays - <br /> <br />Leigh, Fox, Grimes, Hall, Howard, Hutchins, Lawrence, <br />Warren, Wilson <br />None <br /> <br />The following ordinance laid on table at last meeting, was taken up mud read: <br /> <br /> "AM ORDINANCE RELATING TO TRAFFIC AND REGULATING TP~ USE OF <br />CERTAIN PUBLIC STREETS AND HIGHWAYS IN THE CITY OF PORTSMOUTH; <br />PRESCRIBING.REGULATIONS RELATIVE TO T HE PARKING OF VEHICLES UPON <br />SUCH PUBLIC STI~J~ETS AND HIGR~/AYS; PROVIDING FOP. THE !NSTALLAT~ON <br />OPERATION, MAINTENANCE, SUPERVISION, REGUI~TIO~, AND CONTROL OF ~nE <br />USE OF PARKING METERS; DEFINING- AND ~OVIDING FOR THE ESTABLISP2~EI~ <br />OF PARKING METER ZONES UPON CERTAIN PUBLIC STREETS ~ND HIGR%'AYS; <br />PROVIDING FOR THE PAYI,IENT FOR PA~KING METERS Ah~D THE INSTALLATION <br />AND MAINTENANCE THEREOF; PROVIDING FOR THE ~NFORCEMENT THEREOF; <br />PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND PROVIDING THAT <br />INVALIDITY OF PARTS SHALL NOT AFFECT VALIDITY OF RE~IAINDER. <br /> <br />Motion of Mr. Hutchins to add the following to Section 12, was adopted: <br /> <br /> ~Each such police officer shall attach to such vehicle a notice to <br />the owner thereof, that such vehicle has been parked in violation of a <br />provision of this ordinance and instructing such owner to report to the <br />Clerk to Civil and Police Court of the City, in regard to such violation. <br />Each such ovmer may, within twenty four hours of the time when such no ~ <br />rice was attached to such vehicle, pay to such Clerk to Civil and Police <br />Court of the City, a penalty for and in full satisfaction of ~uch viola- <br />tion, the sum of One Dollar t$1.OO) for each hour, or fraction thereof, <br />during w?~ ch such vehicle occupied such parking space in violation of <br />any of the provision~ of this ordinance. The failure of such o-~mer to <br />make such payment to the Clerk to Civil and Police Court within said <br />twenty four hours, shell render such owner subject to t he penalities <br />hereinafter provided for the violation of the provisions of this ordi ~ <br />nance, s <br /> <br />following vote". <br /> <br />On motion of Er.
