<br />Minutes of regular meeting held January 28th, 1941, were read and ~oproved.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> 1st - "Sergeant Albert Lassiter has been promoted to the position of Lieuten~
<br />ant in the Police Department, succeeding Lieutenant O.L. Cadmus, deceased."
<br />
<br />On motion ordered filed.
<br />
<br /> 2nd - "The National Youth Administration, I ~m told by Officials, spends about
<br />$25,000. a year in Portsmouth. They re,~est the Oity to furnish quarters; the rooms in the
<br />market building are taken up, but they can rent a room sufficient for their needs in the Walker
<br />Building, for $12oOO a month.
<br /> The City is requested by the National Youth Administration to pay this
<br />rent-of $12. OO s month~ I suggest that we make an appropriation of $?2.00 to pay the rent for
<br />six months to begin with. It may be, by that time, we can furnish them a room in th& Market
<br />Building."

<br /> Motion of Mr. Hutohins to approve recommendation of the City Manager, and that
<br />an appropriation of $72.O0 be made for the purpose, was adopted.

<br /> 3rd - "~ have reached the point where we must issue additional bonds to fin-
<br />ish the stadium. This is necessary first, because the archi.toot under-estimated the total cost;
<br />second, on account of the great demand for W.P.A. labor for War Defense work~ the W.P.A., at
<br />this time, is unable to live up to its part of the contract beSween the City and the Federal
<br />Government,
<br /> The total ~amount necessary to finish this p~oJect is $4~,OO0.00. We wil%
<br />have to issue $30,000.00 addltionax bonds~ or the work at the stadium must stop, until this ~ea$
<br />demand for W.P.A. labor for War Defense decreases, which m~v be a long ti~e. The City has ~l -!
