May 28, 1996 <br /> <br /> At a Regu~a~ Meeting of the City lCounoil held on Tuesday, <br />May 28, 1996, ~-"~ ~e~ent.. <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. <br />Timothy Oksman, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Martin, to <br />approve the minutes of a Regular Meeting on May 13, 1996; a <br />Called Meeting on May 14, 1996; and a Regular Meeting on May 14, <br />1996, and was adopted by unanimous vote. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Hohinett, to <br />suspend the rules of order to consider the joint Public Hearing, <br />and was adopted by unanimous vote. <br /> <br />96-189 - Joint public hearing with the Portsmouth Redevelopment <br />and Housing Authority to consider the proposed Section 108 Loan <br />Guarantee application to the Department of Housing and Urban <br />Development. <br /> <br />The following Commissioners were present: <br /> <br />Ernest Hardee <br />Lee King <br />Fred Fletcher <br />Diane Griffin <br />Dorita Epps <br />R. Scott Morgan <br /> <br />There were no speakers. <br /> <br />96,187 Presentation of special pins to newly appointed Boards <br />and Commissions members. <br /> <br />96-188 - Non-Agenda Speakers <br /> <br />1. Cecilia Kelly, 720 Broad Street, expressed appreciation for <br />neighborhood assistance. <br /> <br />2. Louis Whitehead, 4415 County Street, expressed appreciation <br />for assistance with a blinking light at Caroline and King <br />Streets. <br /> <br />3. Helen Person, 1314 Green Street' spoke on lead in Washington <br />park. <br /> <br />4. Minister Rafiq Zaidi, 607 Green Street, spoke on the <br />relocation of River Edge and Washington Park residents, <br />the closure of Portsmouth General Hospital. <br /> <br />and on <br /> <br />5. Karen Jordan, 107 Eln~hurst Court, spoke on several complaints <br />with the Food Lion in the Simonsdale neighborhood, and emergency <br />services response to a gas leak on Roberts Court. <br /> <br />6. Madalyn Morris-Grimes, 108 Florida Avenue, spoke on improper <br />bulk refuse output in the Port Norfolk neighborhood. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to <br />suspend the rules of order to consider Agenda Item 96-191 out of <br />sequence, and was adopted by unanimous vote., <br /> <br /> <br />
