May 28, 1996 At a Called Meeting of the City Council on Tuesday, May 28, 1996, there were present: Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., *James C. Hawks, *James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. 96-185 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 6th floor of City Hall, 801 Crawford Street, at 5:00 p.m., Tuesday, May 28, 1996, for the purpose of a Public Work Session. In addition, you may consider a motion to go into an Executive Session. By order of the Mayor." 96-186 - The following items were discussed in the Public Work Session: 1. Commission of Architectural Review Appeal 27 Afton Parkway Motion by Mr. Griffin, and seconded by Mr. Clemons,. to allow the applicant to install wood grain vinyl siding over existing cedar shake shingles at 27 Alton Parkway, and was adopted by a vote of 5-1 (Pitts). Motion by Mr. Pitts, and seconded by Mr. Martin, to go into ExecUtive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: {1) Discussion or consideration of the condition, acquisition or use of real property for a public purpose, or the disposition of publicly held property, as permitted by Subsection (A) {3). (2) Discussion concerning a prospective business or industry or expansion of an existing business or industry where no previous announcement has been of same in the community, as permitted by Subsection (A)(5). (3) The investing of public funds where competition or bargaining is involved where, if made public initially, the financial interest of the City would be adversely affected, as permitted by Subsection (A) (6). (4) Consultation with legal counsel and briefings by staff members, consultants or attorneys pertaining to actual or probable litigation, as permitted by Subsection (A) (7). The motion was adopted by unanimous vote. Motion by Mr. Hawks, and seconded by Mr. the following motion to the Executive Session, adopted by unanimous vote: Clemons, to add and was (5) Discussion of appointments by Council to committees, boards, or commissions, as permitted by Subsection (A)(1). Motion of Mr. Pitts, and seconded by Mr. Robinett, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council:
