May 28, 1996 <br /> <br /> At a Called Meeting of the City Council on Tuesday, May <br />28, 1996, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., *James C. Hawks, *James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., Ronald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br />96-185 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to <br />be held in the City Council Chamber, 6th floor of City Hall, <br />801 Crawford Street, at 5:00 p.m., Tuesday, May 28, 1996, for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br />By order of the Mayor." <br /> <br /> 96-186 - The following items were discussed in the <br />Public Work Session: <br /> <br />1. Commission of Architectural Review Appeal <br /> 27 Afton Parkway <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons,. to <br />allow the applicant to install wood grain vinyl siding over <br />existing cedar shake shingles at 27 Alton Parkway, and was <br />adopted by a vote of 5-1 (Pitts). <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to go <br />into ExecUtive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> {1) Discussion or consideration of the condition, <br />acquisition or use of real property for a public purpose, or <br />the disposition of publicly held property, as permitted by <br />Subsection (A) {3). <br /> <br /> (2) Discussion concerning a prospective business or <br />industry or expansion of an existing business or industry <br />where no previous announcement has been of same in the <br />community, as permitted by Subsection (A)(5). <br /> <br /> (3) The investing of public funds where competition or <br />bargaining is involved where, if made public initially, the <br />financial interest of the City would be adversely affected, <br />as permitted by Subsection (A) (6). <br /> <br /> (4) Consultation with legal counsel and briefings by <br />staff members, consultants or attorneys pertaining to actual <br />or probable litigation, as permitted by Subsection (A) (7). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. <br />the following motion to the Executive Session, <br />adopted by unanimous vote: <br /> <br />Clemons, to add <br />and was <br /> <br /> (5) Discussion of appointments by Council to committees, <br />boards, or commissions, as permitted by Subsection (A)(1). <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, <br />pursuant to Section 2.1-344.1 of the Code of Virginia <br />certifying that to the best of the Council member's knowledge <br />during the immediately preceding Executive Session of the <br />City Council: <br /> <br /> <br />
