<br /> The following communiCationS from the City Manager were read~
<br />
<br /> 1st - #I regret to 'report that Mr. Davis is in the hospital for an operation,
<br />Collins informs me that it will be some time before he will be able to resume his du -
<br />
<br /> I have designated A.E. Parker, City Collector, who had several years~
<br />experience with Mr. Davis, in the Water Department, to act as Superintendent, in addition to
<br />his duties as City .Collector, until Er. Davis returns, which I hope will be soon."

<br />On motion ordered filed.-

<br /> 2nd - "The cost to buy eight gas masks for the Mire Department, at $40.00
<br />each, is $320.00. I request an ~opro~riation at this time, of that amount."

<br /> Motion of Mr. F$x to ~opropriate $320.00 for this purpose,

<br />Mmtion of l~r. Fox to concur in the Manager's recommendation, was adopted.
<br />
<br /> 4th - "The Fire Department is having numerous calls outside of the Otty !im
<br />its, in Norfolk County. The average cost to the City to answer one of these calls is $50.00,
<br />and if the fire equipment and men are detained any lengt~ of ti~e, the cost is greater.
<br /> The 0ity of Norfolk 9barges the County $50.00 for the f~st hour Of
<br />each Qall it makes outside of the City, and $25.00 for each hour. There is no reason why
<br />Portsmouth should not have the same agreement.
<br /> I have had the City Attorney draw an ordinance similar to the Norfolk
<br />ordinance, and I request that same be placed on its first reading, at this meeting."

<br />CITY OF PORTSMOUTH, VIRGINIA, BEYOND THE I~IMITS OF THE CITY
<br />UR~DER CERTAIN CONDITIONS AND FIXING P~ATE OF CHARGES THEREFOR.

<br />5th - The Manager presented the following ordinance, which was placed on its

<br /> "AN ORDINANCE I~POSING A LIOENSE TAX FOR THE 0ITY OF PORTS-
<br /> MOUTH, V~RGINIA, FOR THE YEAR BEGINNING 2~Y 1st, 1941."
<br />
<br /> Bill of J. Shirle~ Hope, State Game Warden, amount $172.50, for killing sixty
<br />nine tagless dogs, at $2.50 each, was presented, and on motion of Mr. Hutchihs, the Treasurer
<br />was authorized to pay same from funds in her hands from collection of Dog Taxes.
<br />
<br /> Er. Vincent Parker, Attorney for PamOramMusie-Picture Machine, was granted
<br />privilege of the floor. He exhibited the machine to the Council and stated that the City has
<br />no license tax to cover said machine.
<br />
<br /> On motion of Mr. Wilson, the matter was referred to the City Eanager and City
<br />Attorney, with power to act.
<br />
<br /> Mr. Hall made motion that the pension of E. C. Parker be increased from $40~00
<br />to $50.00 per month, beginning April 1st.
<br />
<br />On motion of Mr. Grimes, the matter was refer~ed to the 0ity Manager.
<br />
<br />On motion adjourned.
