Fo Harper, City M~ager. <br /> <br />The following call for the meeting was read: <br /> <br />"You are requested to attend a special meeting of the City <br />Council, in the Council 0hamber at ~:OO P.M. on Yedneeday, <br />Aprml 16th, to consider reques~ of the P~t~t ~ Merchants As- <br />sociation in regard to merchants, licenses° <br /> By Order of the President." <br /> <br />nance. <br /> <br />Privilege of the floor was granted anyone interested in the License Tax Ordi- <br /> <br /> A delegation f_~om the Retail Merchants Association. Mr. Hackman presented Mr. <br />John A. Morris, who asked that the license on merchants be made the s~me as in 1940~ and ore- <br />sented the followimg statement: <br /> <br /> ~Mayor Leigh, City ~ianager H~er~ end Members of theOity Council: <br /> <br /> Before presenting to you the plea and reasons why the City Council should not <br /> at this time increase the License Taxes of the Retail l~erchsnts of our city, ! first ws~ut to <br /> thank Mayor Lei~h andOity ~,L~n~ger Harper for their very courteous reception of last week when <br /> we requested a hearing before a special called meeting of the City Council. <br /> The Retai2 Mercha~ats were very greatly surprised and disturbed ~¥nen they saw <br /> published in our papers last ¥~ed_uesday, April 8th. that the 0i~.v Council had adopted an smend- <br /> ment to the License Tax Ordinance of 1941, abolis~ing the form~ method that has beeH in use <br /> for~about fourteen y~a_s~ ~ ~ ~d adooting the flat rate of ~% on rentals, and $26.00 base rate <br /> in place of ~he fo-~ner equitable ~lan. <br /> ~hen the License Tax Ordinance was o!aced on its first reading, nothing was <br /> said at that time about increasing the ~e~ ~cnsnts~· L~icense Tax. <br /> If we had kno~u~ that the Council contemplated such an increase ~ would have <br /> asked for a hearing before the 'meeting of April Zth, <br /> We ~re here tonight to present to you our views and reasons why you should not <br /> make any increase in our License Ta~. <br /> The mer6hants of Portsmouth havre ~lways responded to ~y and all appeals made <br /> to them in support of every worthy cause presen~em to them by the City Government and the citi~ <br />zens of Portsmouth. - <br /> The City~ of· Portsmouth does not have any grouo~ of citizens more loyal and pa- <br />triotic than the Retail Lercnants of the City, and they are always the measuring rod by which <br />a progressive city is judged° <br /> We always stand ready to give our suooort to ever~thing that makes for the good <br />and best interest of our City and its citizens. - <br /> The Retail Merchants have pas~ed through some very trying financial experiences <br />during the past' ten years, s.ud it has only been ~in the past three years that they are getting <br />back to normal conditions v~th the prospect of msking a net profit. DurinE all of the years of <br />the depression they did not comolain or even request the City Administration to reduce their <br />license taxes. ~ - <br /> Now when it appears that we have the opportunity to make good our losses of <br />past years~ ~e do not feel that the '0ouncil ~ ~ ~ <br /> snou_~ imnose this additior~l burden on us. Re- <br />tail Merchants take a greater chance o~f loss in seeki~g to carry on their variou~ lines of <br />businesses than any other class of business men. <br /> Ever changing styles and the desires and ~lsHee of the public, cause us in <br /> <br /> <br />
