Hutchins presented the following resolutlon: ~WHEREAS, the office of 0ity Manager is vacant and it is necessary for some one to perform the duties relating to the office, and the Council of the City of Portsmouth is no~ ready~ at this time, to go into ~the el~ctlo~ of a person to permanently fill the positioh, T~ERE~ORE, Be it Resolved by the Council of the 0ity of Portsmouth, Virginia~.'that un~il the 0ity Council determines it is ready to go into the election of a person to permanently fill the position of Oity Mansger, t~a% City Engineer M.E.
