A copy of the letter containing the recommendations <br />is inclosed herewith for your information, as well as a copy of the Gove~norfs letter giving <br />his approval and .co neu~rence. <br /> The financing of the~Gouncil's oPera-tionsj following the Joint interest of <br />the localities-and the State is p~oposed on a basis of the State. appropriating $2.00 for each <br />$1.00 appropriated by t~he loaalitles, On this basis, th~ proportionate contribution by the <br />Hampton B~ads localities 'toward the new budget WoulG be $17,149. O0 and by the State of Virgi- <br />nia $35,280.00. This method of defraying the cost has the approve! of Governor Price. <br /> · Distribution of the cost among.the localities is proposed on a per capita <br />basis, using the U.S.Census of population of 1~40 as the- control. Such a distribution figures <br />3.19SI.cents per capita. ~si~ng this figure, the contribution by the Ci~ of Portsmouth~ ~pop- <br />ulation 50,145) comes to $1,622.88. The attached tabulation shows the contribution of each of <br />the local Jurisdictions. <br /> I write to ask that ~the City Cou~n~il of Portsma~th make this appropriation to <br />the support of the Hamp~on Roads Regional Defense Council for the fiscal year July l, 1941 to <br />June 30, 1952. I sincerely hope t~h~t it will. This support and co-operatiOn will further an <br />undertaking that promises many benefits to all of the localities in the Hampton Roads area. <br />Will you be good enough ~o present this matter to your Council at its next meeting~ I will be <br />glad, if you do desire, to appear before the body in support of this request and to answer any <br />question, s that might be asked about the Defense Council's work if you will be good enough to <br />let me ~uow the date when your Council will consider the mat~er. <br /> The Attorney General of Virginia has rendered an opinion, a copy of which we <br />attach hereto, that holds such appropriati~ s by the localities to be legal and proper. <br /> I hope ~hat.we may have the support of Portsmouth in this co-operative effort. <br />In the meantime, I esress to you my every geed~ish and cordial regards. <br /> <br />~F~i~hfully yours, <br /> <br /> Raymond B~ Bottom, Ohai~man,, <br /> <br /> Motion of Nr. Hutchiss to lay an appropriation of $1622.88 on table until nex~ <br />meeting, was adopted. <br /> <br /> Er. Warren stated that the committee to purchase land for Swanee Field would <br />ask that the matter be referred to the Recreation 0ommittee. <br /> <br /> Mr. Hutchins stated that the bus service to Park View mud ~est Park View was <br />not satisfactory and, on motion, same was referred to the City Manager. <br /> <br />The ~h~ir stated that the office of Vice President of the Gouncit, was vacant <br /> <br /> Notion of Er. Hall that fie parking be allowed on the north si~e of Gilmerton <br />Avenue, and that the City Attorney be authorized to bring in an ordinance to cover same, was <br />ad6pted. <br /> <br /> Notion of Er. Hutchins to go into an executive session, was adopted. <br /> <br /> Notion of Mr. Hutchins t~'plac~ an-~Dpropriation of $12,500. on its first <br />re~ding~ for land recommended by the Ci~-E~a~.ger and that a committee be appointed to inves- <br />tigate said land with the City M&nager['~aS'Adopted. <br /> <br /> The Chair appointed on said committee: Nessrs.
