<br />ney and the City ~,~nager, and they meet the regulatiOns covering the operation of our Water

<br />cess of supplying ~a~er to customers within the State tf Virginia and inter alia to consumers

<br />gross, ~he L~nham Act), hereinafter referred to as the "Act~, .the Federal Works Administrator,
<br />hereinafter called the Administrator , is authorized to develop, maintain and operate housing
<br />for persons engaged in national defense activities s~ud their families; an~d
<br /> WHEREA~, the Government has acquired, a housi~ng development consistinE of ap-
<br />proximately 265 unite to be located in the County of Norfolk, (Identification No. VA-4~O86),
<br />hereinafter referred to as the ~Deve!opment"; and
<br /> WHEREAS, the Development including the land acquired and to be acquired in
<br />connection therewith s~ud the improvements thereon, will be owned and operated, by the Govern -
