<br />Minutes of regular meeting held September 9th, 1941, were read and approved.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> 1st - "Under the directions of a resolution passed by the City Council, on
<br />May 2Ot~h, 1940, the ac~ing Mayor and t~he City Manager offered for sale at public auction for
<br />cash, after first giving ten days notice of the time, place and terms of sale, by advertisement
<br />in the Portsmouth Star, the following real e state to which the City acquired title to protect
<br />its llen for ~axes.
<br /> On Saturday, September 13{h, we offered for sale the house and lot at
<br />the northeast corner of Sixth and Edwards Sts. The property was bought by Harry M. Cohen for
<br />$440.00. Owing to the bad condition of the house and in view of the slum clearance projects,
<br />we required Mr. Colbert ~o agree to remodel the house, so as to make the two units meet the re-
<br />quirements of standard dwellings.
<br /> On Tuesday, September 23rd, we offered for sale the land at the north-
<br />west corner of Water and King Sts., ~hich was bid in by Norman R. Hamilto$, for the sum of
<br />$1,OOO.OO, a lot on the north side of Harrison St., between Second and Moore Sts., whickwas
<br />bid in by O.H. Markham for $9~.OO and. the lot on the west side of Third Sro, between Lincoln
<br />and Nelson Sts., which was bid in by Catherine Zoe LaOoppidan, for $105.OO.
<br /> The Acting Mayor and Manager recommend that the sales be confirmed and
<br />that the Oity Attorney be instructed to draw deeds to the purc~hasers or to such persons as they
<br />may designate, and t~hat the proper officers of the Oity be authorized to execute the deeds."
<br />
<br /> Om motion of Mr. Hutchins, the recommendation of the Manager was concurred in
<br />and by the following vote:
<br />

<br />Nays: None
<br />
<br /> 2nd - "Following informal discussions with the City Council, thoughtful con-
<br />sideration has been given to the matter of increasing the rates of pay of the men in the lower
<br />income brackets, at this ~ime. I will therefore recommend that the following hourly rates of
<br />pay be established and that similar consideration also apply to the other men in the same pay
<br />brackets, who are on the mont2aly payroll.
<br />

<br /> On motion of Mr. Wilson to concur in the Manager's recommendation and to
<br />place an appropriation of $4,48?.00 for said purpose, on its first reading, was adopted, and
<br />by the following vote:

<br />Nays: None
<br />
<br /> 3rd - "The ~ovisions of the Act which created the Hamoton Roads Sanitation
<br />Commission provide that any community serving notice of intention to withdraw must comply with
<br />the following provisions in a manner satisfactory to the Hampton Roads Sanitation Commission
<br />and the State Health Department:
<br /> 1. It is necessary that the withdrawing community present
<br /> evidence of its financial ability to provide the necessary facilities.
<br /> 2. It is also necessary that the ~ithdrawing community
<br /> have the necessary plans and specifications prepsred which will be
<br /> sufficient to meet the demands of the Act.
<br /> The above conditions must be met prior to March 24~h, 1942~ and if
<br />the withdrawing eommu~lty has not presented the above 6vldence, it automatically remains in the
<br />District. Due to the fact that the demand for the first-named provision is beyond our bonding
<br />limit, it will be necessary that we hold a bond election to receive authority to issue
<br />
