<br />Motion of Mr. Lawrence to place the following ordinance on its first reading,

<br /> 2nd - "FaYette St., west of Elm Ave., extends for only lO5 feet and does not
<br />continue through to Camden Ave. In view of the building activities in this neighborhood, !
<br />believe it will be well to secure a rlghtof way which will give access between Elm and Camden
<br />Avenue Se
<br /> Harry M~ Cohen has offered to sell the City 2~ feet of lot ~!0 and ~
<br />feet of lot Gl1, in block W on the east side of Camden Ave., for the sum of $200.00, which
<br />will produce ~he above-mentioned extension.
<br /> I recommend that this be done."

<br /> Motion of Mr. Hall to concur in the Manager, s recommendation and to appropri-
<br />ate $200.00 for said purpose was adopted and by the following vote:

<br />on motion, the Ohair_appointed Messrs. Hutchins and Lawrence as a committee to present suita-
<br />ble resolutions.

<br /> The application of Edward P. Levine to establish a motion picture theatre on
<br />Lincoln Sro and Des Eoines Ave., continued on table from last meeting~ was taken up.

<br /> Motion of Mr. Grimes ~to gran~ the privilege of the floor to anyone interested
<br />was adopted. O~.R. Ballentine and O.W. Cooper, Attorney, spoke for the applicant and L.P.Blair
<br />Attorney, Mr. Woodard~ Mr. Frederick, Mr. Pard, Mr. Schrodes, Mr. Johnson~ Mr. Lewis and Mr.
<br />Pierce spoke against the application and, on motion of Mr. Grimes, the matter was laid on the
<br />table.
<br /> The foll6wing contract with the City of Norfolk to allow said City to run a
<br />water main in Port Norfolk, laid on table at last meeting, was taken up:

<br />of October, 1941, by and between the CITY OP PORTSMOUTH, party o f the first part, and the CITY
<br />OF NOP~VOLK, party of the second part, both municipal corporations of the State of Virginia.
<br /> WHEREAS, the City of Norfolk deaires to open certain streets in the City of
<br />Portsmouth for the purpose of laying and maintaining a water main or pipe line, and to pump
<br />and conduct water through the same from its lakes in Nansemond and Isle of Wight Counties to
<br />the City of Norfolk; and
<br /> WHEREAS, t4e City of Portsmouth is willing to agree to the laying and main-
<br />raining of said pipe line upon the ~erme, conditions and covenants hereinafter contained:
<br /> NOW, THEP~ORE, THIS CONTRACT WITNESSE~H, that in consideration of the pre-
<br />mises and the terms~ conditions and covenants herein set forth, and the mutual promises herein
<br />contained, the said parties h~reto covenant and agree with each other as follows:

<br /> 1. The City of Portsmouth hereby g~ves and grants to the City of Nor-
<br />folk the right and privilege to lay, operate and maintain a water or pipe llne under, along
<br />and across all streets and alleYS bordering the right of way of the A~tantic Coast Line Rail-
<br />road Company from the wemtern limits of Zhe City of Portsmouth, at a point distant one hundred
<br />and twenty (120) feet west of the west side of Hamilton Avenu~ to the property~ the Southern
