Haug, City-Manager. at 7: CO The following call for the meeting was read: ~You are requested to attend a special meeting of the City Council, in the Council Chamber, a~ y:OO P.M.~ on Tuesday, December 16th, to consider the Taxicab Ordinance. By Order of the Council~'~ taken up: The following ordinance, placed on its first reading a~ last meeting, was "A~ OBDINANCE TO BEGULATE THE LICENSING AND OPERATION OF TAXIC.~BS AND FOR HLRE CARS ON THE STREETS OF THE CITY" On motion of Mr. Wilson, the ~ules were suspended and the privilege of the floor granted to anyone interested. M.M. Hillard and Hary Brinkley spoke for the owners Triplett for ~he taxicab owners. Mr. Watts asked for some for-hire ple. of for-hire cars and cars for the colored Er. Hillard presented the following smendments to the ordinance: Section 4, P. 2, in line l, after the word ~'one" strike out "or more"; and line 2~ strike "s" Off "cars". Line 4, after the word "for" strike out "the number of such vehicles~'. Insert in lieu thereof the ~rds "one such vehicle". Thls will make Section 4 read as follows: on the period permit "Any person owning and operating one ~axicab or for hire car within the City da~e of the passage of this ordinance, shall, upon application therefor within the of thirty days, be entitled ~o a certificate for one such vehicle for which he holds a on such date without further proof of public convenience and necessity." Section 5- Duration and Transfer of Certificate. In the first line, strike the "sM off ~permits" and in line 4 after the word "cause" insert the follo~dng, "Any such proposed revocation v~_thout cause shall be confirmed by a two-thirds vote of the City Council.' Section ~. Regulations. Line 5, after the words "Chief of Police to" strike out "make inspection of such vehicles and report his fi~ings to the City Manager", and insert in lieu thereof "see ~hat the State law has been fully complied with and report his findings to the City Manager." Strike out paragraph 6 of Section y, which reads as follows: "Each owner and driver shall keep a clear end neat record of the origin and destination of al! calls which record shall be open at all times to the members of the Police Department, and which shs~l be kept for a period of thirty days." Paragraph 9 of Section ?, line 2, after the words "or use the term taxicab", strike out Section lC. Number Authorized. Strike out the entire second paragr~oh, and amend as follows: "Not more than one taxicab except in cases of emergency and 'on special coca - sions when convenience and necessity requires. The City Manager may authorize the use of ad- ditional taxicabs and for-h~re cars to be operated upon the s~reets of the City of Portsmouth, provided owners and operators have complied with the provisions of this ordinance. Paragr~oh3, strike out the word "twelve", and insert in lieu thereof "fifteen'~ making the paragraph read "Not more than fifteen for hire cars", Section ll. Revocation of Permits.
