P.M., there <br /> <br /> At a regular meeting of the City 0ouncil, held December 23rd, 1941, at 7:00 <br />were present: <br /> <br />Leslie T~ Fox, George L. Grimes, James N.How~rd, Frank D. Lawrence, <br />Warrens Pearle Jo Wilson, and E.E~ Haug, City Manager. <br /> <br /> ~inutes of regular meeting of December 9th and special meetings held December <br />16th and !eth were read and approved. <br /> <br />The following communications from the City Manager were read~ <br /> <br /> let - ~The work necessary for the widening of Rou~e ~58, kno~m as the Airline <br />within the City limits, was handled by the State Highway Department andcost $562.50. It ~l! <br />be necess~ary for us to pay the State Highway Department this amount and, in turn, we will be <br />reimbursed through the ~500.OO per mile construction allowance for which we will bill the State <br />at the end of this quarter. <br /> I respectfully recommend that 8.u ~opropriation of $562.50 be allowed <br />for the above." <br /> <br />$562.60 <br /> <br /> ~tion of Mr~ Howard to concur in the Nanager~e recommendation to s~propriate <br />for said purpose, was adopted, and by the following vote: <br /> <br />Ayes: Fox~ Grimes, Howard, Lawrence, W~rren, Wilson <br />Nays: None <br /> <br /> 2nd - "Plans and specifications for extensions'and improvements <br />Deoartment have been ~oproved by the Government and we are now advertis%ng for bids. <br /> - ~ The total estimated cost of all the work is $462,040°00, of which the <br />Government has made a grant of $277,225.00, leaving $184,816o00 to be provided by the City. <br /> In order that we may be in position to match Government funds, it will <br />be necessary that ou~ pertiqn of the expense be made available and I respectfully recommend tha~ <br />an appropriation of $185,818.OO be made for this purpose. Arrangements for the finencing of <br />this work can be made after bids are opened and approved, subsequent to January 2Otn, !942." <br /> <br />to our Water <br /> <br /> Motion of Mr. Grimes to lay an ~opropriation of $184,816.OO for said purpose <br />~on.table until next meeting, was adopted. <br /> <br /> 3rd - "The great increase of buses now using the regular bus loop is present- <br />ing quite a traffic problem, especially at the intersection of High and Court Sts., where the <br />maJoritI of these buses are forced to make left hand turns. <br /> The Safety Traffic Commission ~ud %he traffic officials of the Virgini~ <br />Electric & Power Company have been m~king a careful study of this situation for some time and <br />they recommend that the following changes on two of the bus routes be given a sixty day trial <br />and if they prove satisfactory, that they be made permaneht: <br /> Change the Piedmont Height-Truxton route so that instead <br /> of looping back into High St., at Oourt~ and proceeding on High <br /> %o Effingham, it will continue up County St., from Court to Ef- <br /> fingham St., and similarly the Prentis Park line to continue up <br /> County St., from Court to Washington, instead of looping back <br /> through Court St. to High St. <br /> I will recommend that these changes be put into effect for a trial per- <br /> <br />iod of sixty days. <br /> <br />Motion of Mr. Grimes to lay on t able until next meeting, was adopted. <br /> <br /> 4th - "N.E. Coan, doing business as Ace-Hi Gas Company, made application for <br />permit to erect a gasoline service station at Hi~u~St. and Second Ave. <br /> The application was advertised in the newspapers under the zoning ordi- <br />nance and inasmuch as a protest has been entered~ I am respectfully referring the matter to you~ <br /> <br /> Er. Wilson~ who had objected to said application, after e~planation by Mr. Coan, <br />made motion to approve said application~ which was adopted. <br /> <br /> The City Manager presented an invitation to attend the United States Cor~erence <br />of Mayors, ~fnich meets in Washington, D.C., on January 12th. <br /> <br /> On motion of Mr. Wilsons the Acting Mayor and the City Manager were authorized <br />to attend. <br /> <br />UNFINISHED BUSINESS - <br /> <br /> The request of the Manager for an additional appropriation for the Public Ser- <br />vice Department, of $4,900.00 for balance of year, laid on t able at last meeting, was taken up. <br /> <br /> ~i~j~ Motion that the said appropriaticn of $4,900.OO for said purpose be placed on <br />its rst reading, was adopted and by the following vote: <br /> <br />Ayes: Fox, Grimes, Hows-~d~ Lawrence, Warren, Wilson <br />Nays: None <br /> <br /> The request of the Ms~ager, laid on table a~ last meeting for. an appropriation <br />of $25,OOO.
