484. <br /> <br />June 25, 1996 <br /> <br /> At the Public Hearing Meeting of the City Council held <br />on Tuesday, June 25, 1996, there were present: <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, James <br />C. Hawks, James T. Martin, Cameron C. Pitts, P. Ward <br />Robinett, Jr., Ronald W. Massie, City Manager, G. Timothy <br />Oksman, City Attorney. <br /> <br /> Councilman Pitts opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Vice Mayor called the meeting to order and welcomed <br />all in attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to <br />approve the minutes of a Called Meeting on June 10, 1996; a <br />Regular Meeting on June 10, 1996; a Called Meeting on June <br />11, 1996; and a Regular Meeting on June 11, 1996; and was <br />adopted by unanimous vote. <br /> <br />96-216 Presentation of special pins to newly appointed <br />Boards and Commissions members. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, <br />suspend the rules of order to hear the only non-agenda <br />speaker at the end of the agenda, and was adopted by <br />unanimous vote. <br /> <br />to <br /> <br />- UNFINISHED BUSINESS <br /> <br />96-200 - Rezoning, group housing project, use permits, code <br />a~endment, and Comprehensive Plan: <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />adopt the following ordinance, approved on first reading at <br />the Public Hearing meeting on June 11, 1996, and was adopted <br />by the following vote: <br /> <br />96-200 (a): <br /> <br />"ZONING AMENDMENT ORDINANCE Z-96-06." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />adopt the following resolution, approved on first reading at <br />the Public Hearing meeting on June 11, 1996, and was adopted <br />by the following vote: <br /> <br />96-200(b) : <br /> <br /> "A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING USE <br />PERMIT (GHP-96-03) TO PEP~MIT CONSTRUCTION OF 45 DETACHED <br />SINGLE-FAMILY CONDOMINIUMS AT RIVER POINTE. <br /> <br /> WHEREAS, the applicant, River Pointe Development <br />Associates, L.L.C., has made application pursuant to Section <br />40-112 of the Code of the City of Portsmouth, Virginia, 1988, <br />as amended, for the approval and granting of a group housing <br />use permit for the construction of 45 detached single-family <br />condominiums at River Pointe, on property more particularly <br />described as follows: <br /> <br /> <br />
