june 25~ 1996 <br /> <br /> Given the need for ongoing!police training and the <br />advantageous conditions of this award, I recommend the <br />acceptance of the award and a motion to transfer $20,000 <br />from the Grants Contingency Account." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />transfer $20;000 to reimburse the Police Department for costs <br />associated with the training of police officers under the <br />Troops To Cops program, and was adopted by the following <br />vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br />96-224 - Letter from the City Manager recommending adoption <br />of a motion to transfer $41,777 from the Grants Contingency <br />Account for the Police Department and Public ~Schools to <br />expand their School Liaison Officer Program into the middle <br />schools. <br /> <br /> "The Department of Criminal Justice Services (DCJS) has <br />awarded the City of Portsmouth $41,777 in order for the <br />Police Department and the Public Schools to expand their <br />School Liaison Officer program into the middle schools. <br />Currently, there are three officers assigned full-time to <br />the City's high schools during the school year. This grant <br />will pay for one (1) officer to be assigned to a middle <br />school for one year. The program is subject to renewal at <br />the end of each year for a maximum of 4 years. DCJS will <br />cover 75% of the cost ($31,333) and the Public Schools will <br />cover the remaining 25% ($10,444). <br /> <br /> Given the success of the School Liaison Officer program <br />in the high schools, as well as the need and potential for <br />equal success in the middle schools, I r~co~end the <br />acceptance of this grant and a motion to transfer $41,777 <br />from the Grants Contingency Account." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to <br />transfer $41,477 for the Police Department and Public Schools <br />to expand their School Liaison Officer Program into the <br />middle schools, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br />96-225 - Letter from the City Manager recommending adoption <br />of a motion to transfer $81,809 from the Grants Contingency <br />Account for early intervention services for people at risk of <br />AIDS/HIV disease. <br /> <br /> "The Community Services Board has received $81,809 in <br />federal Substance Abuse Treatment and Prevention block grant <br />funds which are to be used for early intervention services <br />for persons in treatment, or in need of treatment, who are at <br />high risk of AIDS/HIV disease. No local cash match funds are <br />required. <br /> <br /> The State has approved the Board's plan to contract with <br />local AIDS/HIV service organizations for street outreach, <br />distribution of educational/prevention materials, intensive <br />case management for those identified and referred for <br />treatment, and to provide specific training to staff and <br />volunteers of co~u~unity agencies. <br /> <br /> I a~ pleased that we are able to provide these serVices <br />and, therefOre, recommend your approval of a motion to <br />transfer $81,809 frOm the Grants Contingency Account." <br /> <br /> <br />
