June 25, 1996 96-220 - Letter from the City Manager recommending adoption of an ordinance to appropriate $85,000 from the Capital Improvements Fund to increase the present scope of the North Truxton Street Improvement Project to include Armistead Street from Dowries Street to Knox Street. '[The 1996-01 Capital Improvement Program allocates $205,000 in FY 96-97 for continuation of street improvements in the North Truxton neighborhood. The present improvement contract under way in North Truxton is scheduled for completion June 30, 1996. An existing drainage problem directly adjacent to the present construction boundary was recently brought to our attention. The present improvements may be extended by adding another block of Armistead from Dowries Street to Knox Street to alleviate this drainage problem (see Attachment No. 1). This extension would be within the allowable 25% limit of the existing contract amount. The Director of Publi= Works recommends an appropriation of $85,000 to extend the existing street improvement contract, i concur and, with your approval of this item, the remaining balance of bonds authorized, but not yet appropriated, will be $2,191,410." Motion by Mr. Robinett, and seconded by Mr. Martin, adopt the following ordinance, and was adopted by the following vote: to "ORDINANCE TO APPROPRIATE $85,000 FROM THE CAPITAL IMPROVEMENTS FUND FOR THE NORTH TRUXTON STREET IMPROVEMENT PROJECT." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett Nays: None 96-221 - Letter from the City Manager recommending adoption of an ordinance to amend Chapter 24 of the City Code pertaining to the operation of swimming pools. that with "The Director of the Health Department is recommending the City Code be amended to bring it into compliance the State Code as it pertains to swimming pools. As the pool season is under way, grace periods have been established in the Code for public pool operators who do not currently meet the requirements as amended under the ordinance. The new provisions include the number of lifeguards required based on pool size, required lifeguard equipment, annual electrical and plumbing inspections, signage indicating pool capacity, etc. I, therefore, recommend approval of this Code amendment pertaining to swimming pOols.., Motion by Mr. Pitts, and seconded by Mr. Griffin, adopt the following ordinance, and was adopted by the following vote: to "ORDINANCE TO AMEND A/FD REORDAIN IN ITS ENTIRETY CHAPTER 34 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA PERTAINING TO SWIMMING POOLS TO INCORPORATE AND COMPLY WITH THE PROVISIONS OF THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE AND THE VIRGINIA BOARD OF HEALTH SWIMMING POOL REGULATIONS." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett Nays: None
