June 25, 1996 <br /> <br />96-220 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $85,000 from the Capital <br />Improvements Fund to increase the present scope of the North <br />Truxton Street Improvement Project to include Armistead <br />Street from Dowries Street to Knox Street. <br /> <br /> '[The 1996-01 Capital Improvement Program allocates <br />$205,000 in FY 96-97 for continuation of street improvements <br />in the North Truxton neighborhood. <br /> <br /> The present improvement contract under way in North <br />Truxton is scheduled for completion June 30, 1996. An <br />existing drainage problem directly adjacent to the present <br />construction boundary was recently brought to our attention. <br />The present improvements may be extended by adding another <br />block of Armistead from Dowries Street to Knox Street to <br />alleviate this drainage problem (see Attachment No. 1). This <br />extension would be within the allowable 25% limit of the <br />existing contract amount. <br /> <br /> The Director of Publi= Works recommends an appropriation <br />of $85,000 to extend the existing street improvement <br />contract, i concur and, with your approval of this item, the <br />remaining balance of bonds authorized, but not yet <br />appropriated, will be $2,191,410." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, <br />adopt the following ordinance, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "ORDINANCE TO APPROPRIATE $85,000 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR THE NORTH TRUXTON STREET IMPROVEMENT <br />PROJECT." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br />96-221 - Letter from the City Manager recommending adoption <br />of an ordinance to amend Chapter 24 of the City Code <br />pertaining to the operation of swimming pools. <br /> <br />that <br />with <br /> <br />"The Director of the Health Department is recommending <br />the City Code be amended to bring it into compliance <br />the State Code as it pertains to swimming pools. <br /> <br /> As the pool season is under way, grace periods have been <br />established in the Code for public pool operators who do not <br />currently meet the requirements as amended under the <br />ordinance. The new provisions include the number of <br />lifeguards required based on pool size, required lifeguard <br />equipment, annual electrical and plumbing inspections, <br />signage indicating pool capacity, etc. <br /> <br /> I, therefore, recommend approval of this Code amendment <br />pertaining to swimming pOols.., <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, <br />adopt the following ordinance, and was adopted by the <br />following vote: <br /> <br />to <br /> <br /> "ORDINANCE TO AMEND A/FD REORDAIN IN ITS ENTIRETY CHAPTER <br />34 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA PERTAINING <br />TO SWIMMING POOLS TO INCORPORATE AND COMPLY WITH THE <br />PROVISIONS OF THE VIRGINIA UNIFORM STATEWIDE BUILDING CODE <br />AND THE VIRGINIA BOARD OF HEALTH SWIMMING POOL REGULATIONS." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br /> <br />
