<br />~ne following call for the meeting was read:

<br /> "You are requested to attend a special meeting of the City CounciZ, at 7:00
<br />P.M., on Tuesday, January 6tn, in the Council Chamber, for the purpose of.taking action on se -
<br />curing right of way on Seventh St., and to take ~o any other matters which may properly come
<br />before the Couneilo

<br />The following letter and resolution from the Acting City Manager was read:
<br />
<br /> '~ne Federal Authorities-desire that Seventh Street be widened and paved in
<br />order that better access may be.had.to the Seventh Street gate of the Navy Yard, and to carry
<br />out a part of the National Defense program laid out in this area. The Federal Government has
<br />agreed to pave the roadway, ~rovided. the City of Portsmouth acquires the necessary land. to wide
<br />the street ~u additional twenty feet.
<br /> The City Manager e~oloyed A, Jo Phillips to obtain options on the land needed,
<br />and he has acquired options from several owne~so I respectfully request an appropriation of
<br />$5600.00 for this purpose, and authority to acquire such portions of the land as can be ~urchas-
<br />ed at the orices furnished to you ~ the attached list.
<br /> If it should become imoossible to acquire any or all of the land by purchase,
<br />it will be necessary to acquire the land' under the City's power of eminent domain. Before this
<br />can be done, it is necessary to make an offer to ~he owner in an effort to purchase the proper-
<br />ty. I therefore request that the attached resolution be adopted~ authorizing the City Attorney
<br />to offer to the owner the amounts stated in the resolution, and directing him,in the e vent the
<br />offers are not accepte~ to institute condemnation oroceedings."

<br /> "~HEREAS, it is necessary to widen Seventh Street, between Lincoln Street and
<br />Gos~ort Roa~. leading to the Seventh Street gate of the Navy Yards and to a¢euire a strip of
<br />la~d twenty (20) feet wide bordering on the eastern line of the present Seventh 8treet for that
<br />purpose:
<br /> Therefore, Be it Resolved by the Council of the City of Portsmouth that the
<br />City Attorney be and he is hereby authorized to o~fer to H.Ao Irving the sum of $150.OO, to
<br />Charles E. Hoofnagle and C.Jo Hoofnagle the sum o~ $15Oo00, to Bus~ness Properties Corporation
<br />the sum of $150~00, to the heirs and devisees of George Lo Neville, deceases, and any other
<br />owners of the lot at the corner of Fayette and Seventh Streets, the sum of $150.OO, the Citizen~
<br />and Insurance Agency Incorporated, the sum'of ~150.00~ to Sarah Dolid t~%~ sum of $800.00, to the
<br />heirs or devisees of J.H.G. Spindler the mmn of 8800.00, ~ud to Elese L~ont the sum of $600oOO,
<br />for the land owned by them and necessary to widen t~e said ~treet, and to the heirs or d~visees
<br />of Patricia Ricketts, if it is found that they have any interest in the land at the corner of
<br />Lincoln and Seventh Street, .the s'mm of $10OOOO for their said interest, and if the said offers
<br />are not accepted the said City Attorney is directed to institute conde~uation proceedinMs to
<br />acquire such of said le~d as can not be purchased for the above prices."

<br />on table until next meeting.

<br />co-ooeration they have received at your hands, not only for providing the appropriation request-
<br />ed ih the Bddget prepared on October 3~,, 'out also for the additional amount for the 5% increase
<br />in salaries of school e~oloyees.
