<br />The followi~ communication from the City Attorney was read:

<br /> "The following tax matters were referred to me and I desire to re~ort as
<br />follows: ~
<br /> 1. 'Rtque~t for relief of taxes for year 1935 on property assessed to
<br />J. W. Avery as lot 262Wlrt Ave. The assessors for 1934 erroneously assessed Er. Avery with
<br />two buildings when there was only one upon the land owned by him. The Commissioner of Revenue
<br />caught the error the following year and removed the building value of $800.00. The City ~ol-
<br />letted perm~_itted the payment of the tax on the land ~t that time but can not now accept later
<br />years because of~ the erroneous assessment. The sum of $21.20 should be relieved.
<br /> 2. Dupont'L.~ Davis on January 10th, 1942 bought a City license tag for
<br />his automobile, ~after having read in the Norfolk newspaper tha~ 1942 tags must~ be purchased
<br />before January 15~h. He had a Portsmouth tag which was good until May ~i s t, and as he can
<br />not use the one purchased in January, he requests to be refunded the sum of $10.50. The tag
<br />has been returned and Mr. Brinson has it in D~s possession, together with the receipt. Under
<br />the circumstances, I believe he should be refunded $10.50.
<br /> 3- Reeuest of Mrs. Essle B. Robertson, by F.0.Robertson, her husband,
<br />to be relieved of taxes assessed on a building on 1Ct ll west side of Virginia St. it aopears
<br />that the building was razed in 1932 and no ~uilding permit was obtained. Mr. Roberteon has re
<br />fused to pay any taxes since that time. The building was assessed at $100.00 for the years
<br />1933, 193~, 1935 and 193~, and Mrs. Robertson should be relieved of $2.65 for each of said
<br /> 4~ The Union Machinists~ Home Inc. became the owner of the property
<br />at the southwes~ corner of Court and London Sts., known as 300 CourtSt., by deed recorded on
<br />Narch 3rd, 1941. It is chs~rtered as a benevolent charitable organization and took possession
<br />of t~he~property immediately after i~ purcD~ase. It requests to be relieved of taxes amounting
<br />to $126.25 for the last half o~ the year 1941 assessed in the name of W.N. Stoakes, Sr~ This
<br />is a similar request recently made by the Woman's Olub and I believe it is the custom of the
<br />City~Oounci-1 to relieve taxes under such circumstances, and I recommend that the request be
<br />granted.
<br /> 5. In 1940, I sold through a Chancery suit the property Of the ~tandard
<br />Building and L~en As~ciation, a defunct institution. Several of the lots were purchased by
<br />the City, there being no other bidders and what money was received was applied to the payment
<br />of thoraxes which was insufficient to pay the whole amount due. -The City Collector should be
<br />relieved of the taxes shown on the attached statement."
