Co Barclay, Acting City Manager. <br /> <br /> Motion of Mr. Fox to dispense wi~h the reading of the minutes, was adopted. <br /> <br /> Notion of Mr. Fox that out of respect to the late City Manager, M.E.Haug, we <br />transact only necessar~y business, was adopted. <br /> <br />tion: <br /> <br />The Acting City Nanager presented the following letter and following resolu= <br /> <br />City of Portsmouth~ <br />Portsmouth, Va. <br /> <br />"Washington, D.C. <br /> Docket No. VA 44-141 <br /> Dated Feb. 2nd, 1942. <br /> <br /> Subject to the Terms and Conditions (DPW Form Nc.lO0, dated September !5,19h!) <br />attached hereto and made a part hereof~ the United States of America hereby offers to make a <br />grant of $390,000. to City~ Portsmouth, Virginia, in order to aid in financing the construc- <br />tion of defense public ?orks, presently estimated to cost $556,000, consisting o f sanitary <br />sewers, including necessary equipment and acm~isition o f necessary land (herein called the <br />"Project"); Provided, however, that the grant payable hereunder in no event shall exceed the <br />actual cost of the Project upon completion as determined by the Director of the Defense Public <br />Works Division of the Federal~orks Agency. <br /> <br />UNITED STATES OF AMERICA <br /> <br />Federal Works Administrator <br /> <br />By M. E, Gilmore <br /> Director of the Defense Public Works Division., <br /> <br /> "RESOLUTION AOOEPTING THE OFFER <br />OF THE UNITED STATES OF A~ERICA." <br /> <br /> WHEREAS, there has been filed with the Federal Works A~ency for and in behalf <br />of City of Portsmouth, Virginia, ~herein called the "Owner"), an application for Federal assis- <br />tance under the Defense Public Works Program, and the United States of America, acting by and <br />thm~ough the Federal Works Administrator, has transmitted to the Owner an Offer of Federal as- <br />sistance in connection with the public works referred to in said application and described in <br />said Offer; and <br /> WHEREAS, said Offer has been duly read in open meeting aud has been fully con~, <br />sldered in every respect in accordance with the pertinent rules of procedure and legal requiret <br />ment s; and <br /> WHEREAS, said Offer has been made a part o f the public records of the Owner; <br />and <br /> WHEREAS, it is deemed advisable and i n the public interest that said Offer be <br />accepted; <br /> NO%~, THEREFORE, Be it Resolved by the City Oouncil of the 0ity of Portsmouth, <br />Va., that the said Offer of the United States of America, a true and correct copy of which is <br />hereto attached, be and the same hereby is accepted without reservation or qualification." <br /> <br /> On motion, said resolution was adopted, and by the following vote: <br /> <br /> Ayes: Leigh, Fox, Hall, Howard, Hutchins Lawrence, Warren Wilson <br /> ays· None <br /> <br /> The Acting City Manager presented the following: <br /> <br /> "Bids have been received from three engineering firms to furnish services <br />necessary for the installation of sanitary sewers. The lowest bidder is Greeley and Hanson, at <br />the price of $21,?Y5.00. I recommend that the Oity enter into a contract with this firm for <br />the services to be rendered by it, and that the proper officers be authorized to execute the <br />contract." <br /> <br /> Motion of Mr. Hutchins to concur in the Manager's recommendation, was adopted. <br /> <br /> Mr. Fox presented the following resolution which was, on motion, adopted, and <br />by the following vote: <br /> <br />Ayes: Leigh, Fox, Hall, Howard, Hutchins, Lawrence, Warren, Wilson <br />N · <br /> aye. None <br /> <br />Resolution - <br /> "WHEREAS, the Council of the City of Portsmouth has given notice <br /> of its withdrawal fron the Hampton Roads Sanitation District, and <br /> <br /> WHE~,REAS, it appears that it will be impractical because of the <br /> <br /> <br />
