March 24th~ ~q~? <br /> <br /> At a regular meeting of the City Council, held March 24th~ 1942, at 7:00 <br />P.M., there were present: <br /> <br /> John P. Leigh, Leslie T. Fox, George L. Grimes, Russell M. Hall, <br /> Jas. N.' Howard, W. R. Hutchins, Frank Do Lawrence, C~ E. Warren, <br /> Pearle J. Wilson and R.C. Barclay, Acting 0ity Nanager. <br /> <br /> Minutes of regular meeting held March 1Othwere read and approved. <br /> <br /> The following communications from the Acting 0ity Manager were read: <br /> <br /> 1st - ~It appears advisable to sell the standing timber on tracts l, 4 <br />and 9 as shown on the plat of the Water Department's land bordering Lake Cahoono <br /> .We advertised for bids and three bids were received. The highest <br />bid was from Farm~ille Wood ~and Lumber Company at the price of $4,025.00° I recommend that the <br />timber sold to this concern ~and that the proper officers of the City be authorized to sign the <br />necessary deed. <br /> The timber to be cut is to measure ten inches across the stumn un~ <br />der bark, twelve inches from the general level of the ground, and the purchaser is to have two <br />years in which to move it." <br /> <br />adopted. <br /> <br />Notion of Mr. Hutchins to ~ hOUr in the Manager's recommendation,was <br /> <br /> 2nd - ."Barrett & Hilp, Contractors for one of the U.S~ Housing Pro Jects, <br />have requested use of She land ~elonging to the City lying west of the Norfolk & Portsmouth <br />Belt Line and between the Seaboard Air Line Railway and t~he Atlantic & Danville Railway tracks. <br /> I have agreed to rent them the land for $25.00 a month during the <br />time it is needed by them, which is estimated to be six months." <br /> <br />adopted. <br /> <br />Motion of Mr. Hutchins to concur in the Manager's recommendation was <br /> <br /> 3rd "Mr. L. A. Hobbs desires to rent the farm land adjoining the Glen- <br />sheallah golf links for the year 1942~ at the price of $1OO~OO. I have also had several inqui= <br />ties concerning the willingness of the City to sell this lando Unless the City Council thinks <br />that a sale would be advisable, I recommend that tl~s land be rented for the balance of the <br /> <br /> Notion of Mr~ Howard to concur in the Manager's recommendation, but if the <br />City desires to sell said land, ~ greement to become void, was adopted~ <br /> <br /> 4th - ~This is to notify you that Fr~uk H. Nerritt, a regular patrolman <br />in the Police Department, has resigned, effective March 18th, 1942~" <br /> <br />On motion ordered filed. <br /> <br /> 5th - "The House Ways and Means Committee of Congress will meet.on March <br />27th and 28th for a hearing in connection with the proposal of the Federal Government to tax <br />bonds of the State and its political sub-divisions° <br /> Carl Budwesky, Oity Manager of Alexandria, expects to appear be - <br />fore the 0ommittee on behalf of the League of Virginia Municipalities. I suggest that. the at ~ <br />tached resolution be adopted by the City Council and a copy immedlately forwarded to Mr. Bud - <br />wesky.~ <br /> <br />Resolution - <br /> <br />"BE IT RESOLVED by the Council of the City of <br />Portsmouth, Va., that it believes taxation by <br />the Federal Government of the income on ~tate <br />and Municipal bonds i~ an undue burden on states <br />~ud cities of the United States and that it will <br />tend ~o retard further municipal improvements <br />and that this City Council opposes the imposi - <br />tion of any such tax." <br /> <br />On motion of Mr. Fox, said resolution was adopted. <br /> <br /> 6th - ~The firm of Greeley and Hansen, Consulting Engineers, furnished <br />to the 0!fy its report and plan concerning the establishment of an anti-pollution o!ant i n the <br />City. This was submitted ~o the State Hee~th Commissioner under date of March 16th, 1942. <br /> After several consultations with the E~ngineer representing the <br />State Health Department, the plan was made to conform to Z heir requirements and was re-submit- <br />ted by me on March 1Sth. The plan of Greeley and Hansen was dated March !Tth~ 1942, in order <br />to give it a specific designation. This plan of March l~th~ 1942 was ~Oproved by Dr. I.C. Rig- <br />gin, State Health Oommissioner, in a letter dated March 18th, 1942. <br /> On March 2Otb, 1952~ I submitted to Admiral J~E. Taussig,Chai~r- <br />man~ Hampton Roads Sanitation Commission, the plan together with copy of letter from Dr. <br />Riggin and the necessary information to show that the City was able to finance the construe - <br />tion and operation of the plant. Admiral Taussig acknowledged receipt of the documents in a <br />letter dated March 21st, 1942~ <br /> All of the above was done to comply with the law, in order that <br />the City o f Portsmouth may withdraw from the Hampton Roads Sanitation Distriot and establish <br />its own pollution plant~ It is Admiral Taussig's idea that the~City is now required to estab- <br /> <br /> <br />
