Fox, George L.Grimes, ~$~etl M. Hall, <br />JamesN.Howard, W. R. Hut.chins, Frank D. Lawrence., C.~ E. Warren, <br />Pearle J. Wilson and Ro C. B~rclay, Acting 0it~ Manager. <br /> <br />The following call.for the meeting was read: <br /> <br /> "Please call a meeting of the City Council for April 7th~ 1942, <br />for the purpose of electing a City Manager. <br /> <br />The following waiver of notice was read: <br /> <br />at 9:30 P.~., <br /> <br /> "We, the undersigned, being all the members e!eoted~ to the City Council of <br />the City of Portsmouth~ do hereby unanimously agree to meet on this day in session an~ hold a <br />special meeting of the City Council~ and ~ree to waive written notice of the meeting. <br /> This seventh day of April, 1942. <br /> <br />Russell M. Howard.'~ <br /> <br />adopted. <br /> <br />the pleasure of <br /> <br /> Notion 8f Mr. Hutchins to go into the election of a City Manager, was <br /> <br /> Motion of Mr~ Hutohdns t~ elect Mr. Arthur S~ Owens as City Manager during <br />the 0ity Council, at a salary of $5,000°00 per annum. <br /> <br /> There being no further nominations and vote being taken, Mr. Owens was <br />elected City ~anager and by the following vote:~ <br /> <br />For N~ Owens - Leigh, Fox, Grimes, Hall~ Howard~ Hutchins, Lawrence <br /> Warren~ Wilson <br /> <br />Against Mr. Owens - None <br /> <br /> .Motion of Mr. Howard to continue the extra $200.00 per month for Mr. Bar- <br />olay until June 1st, was adopted. <br /> <br /> Mr. Wilson stated that the monument to ~he Spanish War Veterans will be dedi- <br />cated on May 23rd and asked that the Council ~opoint a member to receive same in the name o f <br />the City. <br /> <br /> Motion of Mr. Fox to appoint Mr. Wilson to receive the monument on behalf of <br />the City was adopted. <br /> <br />On motion adjourned. <br /> <br />~ President. <br /> <br />City Clerk. <br /> <br /> <br />
