Aoril ?th. 19~2o At a.special~mee~ing of the City Council, h~ld April 7th, 1942, at 9:30 P.M., there were present: John P. Leigh, Lestie--T. Fox, George L.Grimes, ~$~etl M. Hall, JamesN.Howard, W. R. Hut.chins, Frank D. Lawrence., C.~ E. Warren, Pearle J. Wilson and Ro C. B~rclay, Acting 0it~ Manager. The following call.for the meeting was read: "Please call a meeting of the City Council for April 7th~ 1942, for the purpose of electing a City Manager. The following waiver of notice was read: at 9:30 P.~., "We, the undersigned, being all the members e!eoted~ to the City Council of the City of Portsmouth~ do hereby unanimously agree to meet on this day in session an~ hold a special meeting of the City Council~ and ~ree to waive written notice of the meeting. Howard.'~ adopted. the pleasure of Notion 8f Mr. Hutchins to go into the election of a City Manager, was Motion of Mr~ Hutohdns t~ elect Mr. Arthur S~ Owens as City Manager during the 0ity Council, at a salary of $5,000°00 per annum. There being no further nominations and vote being taken, Mr. Owens was elected City ~anager and by the following vote:~ For N~ Owens - Leigh, Fox, Grimes, Hall~ Howard~ Hutchins, Lawrence Warren~ Wilson Against Mr. Owens - None .Motion of Mr. Howard to continue the extra $200.00 per month for Mr. Bar- olay until June 1st, was adopted. Mr. Wilson stated that the monument to ~he Spanish War Veterans will be dedi- cated on May 23rd and asked that the Council ~opoint a member to receive same in the name o f the City. Motion of Mr. Fox to appoint Mr. Wilson to receive the monument on behalf of the City was adopted. On motion adjourned. ~ President. City Clerk.
