July 8, 1996 At a Called Meeting of the City Council held on Monday, July 8, 1996, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Berm III, Ronald W. Massie, City Manager, G. Timothy Oksman, City Attorney. Councilman Pitts opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. The Mayor called the meeting to order and welcomed all in attendance. 96-235 - Public Hearing on rezonings and use permits: (a) Z-96-05 PORT NORFOLK & MOUNT HERMON NEIGHBORHOODS - Rezoning application of the City of Portsmouth for consideration of a comprehensive rezoning of portions of the above referenced neighborhoods from Industrial (M-i) and Commercial (C-2) to Residential (RM-60) or Residential (RS-60); Industrial (M-i) and Industrial (M-l-R). The following spoke in opposition to the rezoning: Don Reed, 740 Broad Street Gary Witherow, 642 Florida Avenue Dan Evans, 451 Elm Avenue The following spoke in support of the rezoning: Rev. T. J. Twitty, 814 Liston Lane Kathryn Pigg, 310 BrOad Street Cecilia Kelly, 720 Broad Street Motion by Mr. Clemons to concur with the recommendation of the' Planning Commission that Z-96-05 be approved, but the motion died due to a lack of a second. Motion by Mr. Pitts, and seconded by Mr, Benn, to vote separately on the rezoning of the M-1 and the C-2 items, and was adopted by a vote of 6-0-1 (Robinett - Abstained). Motion by Mr. Pitts, and seconded by Mr. Berm, to concur with the recommendation of the Planning Commission that the subject Commercial (C-2) properties be rezoned to Industrial (M-l), and was approved on first reading by a vote of 6-0-1 (Robinett - Abstained). Motion by Mr. Martin, and seconded by Mr. Griffin, to deny the rezoning request to rezone the Industrial (M-l) properties to Residential (RM-60), and was adopted by a vote of 4.-2 (Clemons, Holley) - i (Robinett - Abstained). Councilman Robinett abstained from all votes pertaining to this item due to his employers ownership of property. Motion by Mr. Clemons, and seconded by Mr. Benn, to refer the neighborhood complaints to City staff, and was adopted by unanimous vote. (b) Z-96-07 WESTHAVEN NEIGHBORHOOD - Request of Sidney Jones and Alvin Urquhart to rezone property at 2315 Rodman Avenue from Commercial C-1 to Commercial C-2-K.
