July 8, 1996 <br /> <br /> At a Called Meeting of the City Council held on Monday, <br />July 8, 1996, there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James T. Martin, Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Berm III, Ronald W. Massie, <br />City Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Councilman Pitts opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all <br />in attendance. <br /> <br />96-235 - Public Hearing on rezonings and use permits: <br /> <br />(a) Z-96-05 <br /> <br />PORT NORFOLK & MOUNT HERMON NEIGHBORHOODS - <br /> <br />Rezoning application of the City of Portsmouth <br />for consideration of a comprehensive rezoning <br />of portions of the above referenced <br />neighborhoods from Industrial (M-i) and <br />Commercial (C-2) to Residential (RM-60) or <br />Residential (RS-60); Industrial (M-i) and <br />Industrial (M-l-R). <br /> <br />The following spoke in opposition to the rezoning: <br /> <br />Don Reed, 740 Broad Street <br />Gary Witherow, 642 Florida Avenue <br />Dan Evans, 451 Elm Avenue <br /> <br />The following spoke in support of the rezoning: <br /> <br />Rev. T. J. Twitty, 814 Liston Lane <br />Kathryn Pigg, 310 BrOad Street <br />Cecilia Kelly, 720 Broad Street <br /> <br /> Motion by Mr. Clemons to concur with the recommendation <br />of the' Planning Commission that Z-96-05 be approved, but the <br />motion died due to a lack of a second. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr, Benn, to vote <br />separately on the rezoning of the M-1 and the C-2 items, and <br />was adopted by a vote of 6-0-1 (Robinett - Abstained). <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Berm, to concur <br />with the recommendation of the Planning Commission that the <br />subject Commercial (C-2) properties be rezoned to Industrial <br />(M-l), and was approved on first reading by a vote of 6-0-1 <br />(Robinett - Abstained). <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to <br />deny the rezoning request to rezone the Industrial (M-l) <br />properties to Residential (RM-60), and was adopted by a vote <br />of 4.-2 (Clemons, Holley) - i (Robinett - Abstained). <br />Councilman Robinett abstained from all votes pertaining to <br />this item due to his employers ownership of property. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Benn, to <br />refer the neighborhood complaints to City staff, and was <br />adopted by unanimous vote. <br /> <br />(b) Z-96-07 <br /> <br />WESTHAVEN NEIGHBORHOOD - Request of Sidney <br />Jones and Alvin Urquhart to rezone property at <br />2315 Rodman Avenue from Commercial C-1 to <br />Commercial C-2-K. <br /> <br /> <br />
